SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? "Yes," replied the spokesperson, "It is on the schedule." Though Mike feels like he's been here before."They would look into it when they were doing similar work in the neighborhood. SAN DIEGO (KGTV) – A California Assemblymember Thursday requested a state audit to review how that City and County of San Diego responded to a recent hepatitis A outbreak.In a letter to the Joint Legislative Audit Committee, Assemblymember Todd Gloria asks that the committee “determine whether both the County and City identified, contained, and treated the recent Hepatitis A virus (HAV) outbreak in accordance with statutory requirements and recommended procedures.”“We owe it to the 20 people who died and the more than 500 who contracted Hepatitis A to learn exactly what went wrong and what could have been done better,” said Assemblymember Todd Gloria. “It is my hope this audit will help us better understand how the City and County managed the Hepatitis A outbreak and ultimately make certain our region is sufficiently prepared to handle any future public health crisis that may arise.”According to the letter, the hepatitis A outbreak started in March of 2017. In September of 2017, county health officials declared a public health emergency.The county ended the public health emergency declaration in January of 2018.Assemblymember Gloria’s request for an audit will be heard by the committee on May 16.A spokesperson for San Diego Mayor Kevin Faulconer responded with the following statement on the request for an audit: 1346

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. "This is going nowhere."The new parking lot for sleeping overnight should open in about 45 days. 1874

  

SAN DIEGO (KGTV)- The National Weather Service (NWS) issued a heat advisory through Thursday for the coastal areas and Friday for the inland valleys in San Diego County.The hot weather and dry fuels create dangerous fire weather conditions, keeping fire crews across the county on high alert.“At nine, it already felt significantly warmer than the last couple of days,” said Elizabeth Conniff as she ended her hike at Iron Mountain Trailhead. “It was pretty hot, hotter than I expected, and very dry.”Poway reached nearly 100 degrees before noon Tuesday, nearing record-breaking temperatures for this time of year.Conniff, an experienced hiker, said that she would not recommend hiking during this time.Hotter temperatures are forecasted for Wednesday and Thursday.“If it’s going to be 100 or over, stay home, and that is from somebody who hikes three or four days a week,” she said.The NWS warns the hot weather could cause heat-related illnesses and recommends that people stay hydrated and out of the sun.Firefighting agencies ask everyone to remain vigilant and be extra cautious about doing anything that could spark a wildfire. 1141

  

SAN DIEGO (KGTV)— Thanksgiving is just four days away, and preparations are already underway for the 17th Annual Father Joe’s Villages Thanksgiving 5K Run.Proceeds from the race and festivities go toward the one million meals the organization serves to those who need it every year. One of the biggest draws of the event is the pie made by the organization’s Culinary Arts program students. The students are making 300 pumpkin pies, 200 apple pies, and 100 blueberry pies ahead of the race, possibly more if they get additional pre-orders. The pies are served the day before Thanksgiving at the shelter downtown. The pies are also sold at Balboa Park on race day."These are individuals who come to us and were homeless and now we're trying to get them up on their feet,” Deacon Joe Vargas, President of Father Joe’s Villages, said.The students were once homeless but decided that cooking would help get them out of poverty. They are part of a 14-week intensive program, where 92% of graduates get jobs in the field.10News met Dorothea Sontag, a disabled Air Force Veteran, who was once a volunteer at Father Joe’s. When times got tough, she sought help from them."After my husband died, I hit hard times,” Sontag said. She lived out of her van until Father Joe’s took her in. Now at 62 years old, the former nurse's aid has a new aspiration. "I have a brother who's chef in Connecticut, so maybe it's in our blood,” Sontag laughed. Her instructor Theresa Fields said she is proud of Sontag for always pursuing perfection in the dishes she prepares. "They get a sense of pride that you can see on their face. They just glow,” Fields said. "I see too many people who are disabled and they let their disability rule them. I rule my disability.
