Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

Kelley said she believes the limb that fell on Patricia was a freak accident, although the LaBelle area did sustain a lot of damage from Hurricane Irma last fall."The limb that fell did not appear to be, at first glance, related to that," Kelley said. "We are going to ask for the help of an expert arborist to come in and examine all of the trees."In the meantime, the the school district has closed playground where Patricia was hurt. Although sedated, Kristi said her niece did wake up at one point during the night, and was able to respond to questions with a thumbs-up or thumbs-down."Right now, the focus is on Patricia and getting her through this," she said. "A lot of people have sent their prayers and positive vibes."Upthegrove Elementary is organizing a sock hop fundraiser to help Patricia's family with expenses. As Americans face the complications of holding holiday celebrations amid the ongoing pandemic, President-elect Joe Biden says he and his family are trying to navigate the same issues, with safety measures.Biden said Monday that he and his wife are planning to follow the advice of medical officials who recommend no more than 10 people at a gathering, masked and socially distanced. Biden also says anyone at their Thanksgiving gathering would be tested for the virus 24 hours before getting together.The restrictions may be difficult, but Biden says, “I just want to make sure we’re able to be together next Thanksgiving, next Christmas."The Centers for Disease Control and Prevention is urging people to celebrate virtually or with members of their household, noting that in-person gatherings with people from different households “pose varying levels of risk.” Guidance also notes that a gathering’s size “should be determined based on the ability of attendees from different households” to socially distance and follow hygiene recommendations. 1055

  

Antwone Berry was found shot and killed in January in Milwaukee, two weeks after he went missing.Milwaukee police say 34-year-old Skylard Grant is accused of killing Berry. According to police and family members, the two were close friends around each other a lot. That's why this killing is senseless to them.“It's just ridiculous, to come to find out that someone that's very close to you and be the one to hurt you," said Tashe Lee, Berry’s cousin."He didn't deserve that, you know that was the wrong thing," said Steve Lee, another cousin.Berry went missing on Christmas Eve, for two weeks his family searched all over for him in the cold.He was found shot to death two weeks later on Jan. 7 in a wooded area in Milwaukee.According to the criminal complaint, witnesses say Grant was drunk and began arguing with Berry about not sending him money when he was previously in jail.Grant allegedly shot and killed Berry with his own gun. Grant tried to then sell Berry's gun to another friend, who declined and asked of Berry's whereabouts. Court documents show that's when Grant said."....you ain't gonna be seeing him no more, I had to take care of him," he allegedly said. "That wasn't fair to him it wasn't fair to us for somebody to be getting taken away from us," Tasha Lee said.  "Just hoping for the best, hope that he gets life, that’s what I want for him to have life, he took my cousin's life, he deserve to have life."Grant was actually arrested for this case on Jan. 4. Investigators analyzed phone records placing grant near the area where berry's body was found. Surveillance video also showed Grant's SUV near the scene the day Berry went missing.Homicide numbers from Milwaukee Police for this year indicate that of 32 homicide cases so far in Milwaukee this year, 14 remain open. 1834
