SACRAMENTO, Calif. (KGTV) -- In a document detailing devastation that could swarm California by 2100, the State of California Monday released its fourth climate change assessment. Some of the details divulged in the report include two-thirds of Southern California beaches the state says could completely disappear. And if that’s not enough, wildfires could nearly double in size by 2100, according to the California Natural Resources Agency. In a quote on the report, Governor Jerry Brown took a swipe at President Trump saying, “In California, facts and science still matter,” seemingly referring to the Trump administration’s stance on environmental issues. Brown went on to label the finding an “apocalyptic threat” in a dramatic response to the assessment. The report isn’t all doom and gloom, however, and offers a glimmer of hope as to how the state hopes to respond to the threat.Since the release of the third climate change assessment in 2012, the Golden State has experienced several history-making natural events, which include a five-year drought, flooding and increasingly-destructive wildfires. The report suggests that the extreme events will only continue to worsen in the future. 1201

SACRAMENTO, Calif. (KGTV) -- California State legislators announced Wednesday that they have agreed to reverse the proposed cuts in education in next year's budget, assuming that the federal government will step in with a stimulus package. Last month, Governor Gavin Newsom said the coronavirus pandemic resulted in a billion shortfall, which included an billion cut in education. But on Wednesday, Senate pro Tempore Toni Atkins announced in a joint statement:"Acknowledging the strong likelihood of additional federal relief, the plan would use reserves to avoid overcutting now, while still keeping reserves on hand for the future, and ensuring full funding of k-14 schools.""We are tremendously encouraged by the news that we are hearing," San Diego Unified School District Superintendent Cindy Marten said. But school board vice president Richard Barrera said that is only the first step. The San Diego Unified School District serves its 105,000 students on a .3 billion annual budget. But with challenges mounted by the pandemic, Barrera said they would need at least 0 million more to reopen schools safely. "We'll need more staff, more nursing support, more counseling support, more custodial support to clean the classrooms regularly, and physical protective equipment for the staff," Barrera said. Barrera added, with less federal funding, the longer students will have to continue distance learning. But Marten said other factors also contribute to a full reopening come fall. "Starting school back up again, it's not going to be a flipping of a switch. It's a dimmer switch because there are different models. There's a money side to it, there's a health guideline side to it, and their personal preference side to it," Marten explained. Some students with compromised immune systems will continue to require robust distance learning. But the district's goal is to return to a mostly in-person teaching curriculum. "The whole country knows that we need our schools open," Marten said. "It gets the economy up and running again. It allows parents to go back to work. But more importantly, it gets kids the education they need so that there is not that additional learning loss that students have already endured because of this pandemic."State legislators have until June 15, 2020, to finalize the budget proposal. Based on that, the San Diego Unified School District will build its annual budget by June 30, 2020. 2445

SAN DIEGO (CNS and KGTV) - A former Team USA figure skater has filed suit against the U.S. Figure Skating Association and skating coach Richard Callaghan for allegedly sexually abusing the skater between 1999 and 2001, including at a skating competition held in San Diego. The suit, filed this week in San Diego County Superior Court, alleges that Callaghan sexually abused Adam Schmidt starting at the age of 14, even after reports surfaced alleging he had abused another skater.Callaghan -- perhaps best known for coaching Tara Lipinski to an Olympic gold medal in 1998 -- was accused of molesting another former skater, then-15-year-old Craig Maurizi, in a 1999 New York Times article.RELATED: Figure skater Ashley Wagner says she was sexually assaulted by a former coachSchmidt alleges that figure skating officials brought the article's allegations up for an internal review, but then dismissed the allegation "as it claimed the victim had not filed a formal written grievance within 60 days of the sexual misconduct perpetrated by (Callaghan)."Schmidt claims this system "made it nearly impossible for sexual abuse claimants to bring effective complaints forward against perpetrators of sexual abuse and misconduct."As he remained in good standing with skating officials, Schmidt alleges that Callaghan was able to continue abusing him over the course of three years, including at the 2001 Master of Figure Skating competition held in San Diego, when Schmidt was 16.Schmidt says the abuse has left him suffering from "psychological injuries and illnesses" as an adult, including a "psychological breakdown" and hospitalization in early 2017.Schmidt's attorney, John Manly, said "Our client is an extremely talented young athlete who dreamed of nothing more than to stand on an Olympic podium and hear our National Anthem. Instead, he had to stop competing in the sport he loved because of the sexual, physical and emotional damage done to him by his coach, Richard Callaghan."It started getting weird when he would leave his jacket, tie, and shirt on, but then take his suitepants and his underwear off," Schmidt told ABC News. The U.S. Figure Skating Association and the ice rinks where Callaghan worked ignored complaints around him for years. If they had done their legal duty in 1999 and reported Callaghan to the police, our client and other children could have been protected from this monster."Callaghan was suspended from coaching last March by the U.S. Center for SafeSport. The lawsuit also names Onyx Ice Arena, a Detroit skating facility, as a defendant, as Callaghan was allegedly allowed to work with children there despite the allegations against him. 2677
