SAN DIEGO (KGTV) -- San Diego County is suspending enforcement of restaurant closures following a Wednesday court ruling.Superior Court Judge Joel R. Wohlfeil issued an injunction prohibiting a cease-and-desist order from being enforced on strip clubs and "San Diego County businesses with restaurant service.” At a hearing on Thursday, Wohlfeil said his ruling encompasses all restaurants, not just strip clubs.In November, the county fell into the state’s purple tier, forcing eateries to cease indoor operations. SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. SAN DIEGO (KGTV) -- San Diego health officials are working with UCSD to notify people who may have been exposed to tuberculosis at the school’s La Jolla campus.According to the San Diego County Health and Human Services Agency, the period of potential exposure was between January 25 through May 15. Those who are known to have been exposed were notified.“Testing is recommended for all those exposed to assure they are not infected, since they may not have symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. "For anyone infected, early diagnosis and prompt treatment can prevent disease.”Tuberculosis is transmitted from person to person through indoor air during prolonged contact. Most people who are exposed do not become infected.Symptoms of TB include persistent cough, fever, night sweats and unexpected weight loss.No-cost testing will be provided those identified starting May 30 at the campus Student Health Center on Library Walk.The number of annual cases of TB has decreased since the early 90s and has stabilized in recent years. So far in 2018, 64 cases have been reported. 1124

SAN DIEGO (KGTV) - San Diego Police officers who fired shots at a man in Rolando last year were justified in their use of deadly force, the San Diego District Attorney’s office announced Monday. Body camera video recorded by San Diego Police shows the officers engaged in gunfire with Joe Darwish on June 23, 2018. Police responded to a disturbance call at the condo on Rolando Court. When they smelled smoke, they called firefighters to the scene, the DA’s office said in a news release. RELATED: Suspect who shot, wounded 2 officers in College Area identified Officers knocked on the front door for more than 20 minutes but received no response, officials said. Firefighters forced entry into the home but were met with gunfire. Darwish shot one officer in the back with a large caliber weapon, according to the DA’s office. Two officers returned fire as they provided cover for the wounded officer, who couldn’t move for several seconds. The wounded officer eventually managed to roll onto his stomach and crawl away from the line of fire. Darwish also shot a second officer during the exchange of gunfire. RELATED: Neighbor describes Rolando gunman as volatile, dangerous The DA’s office said the shooting eventually stopped and officers found Darwish dead from a self-inflicted gunshot. Darwish had also been hit in the face and arm from one of the officers’ shotguns. “This harrowing incident shows just how quickly a routine call for service can turn deadly for police officers who suddenly found themselves in the line of fire, trying to protect their wounded fellow officers and keep the shooter from endangering members of the public,” said District Attorney Summer Stephan. “It’s a tribute to these officers’ bravery and quick response that the gunman didn’t injure more people or kill the officers and firefighters involved.” Darwish had been wearing a bulletproof vest. He was armed with two homemade guns: an assault weapon and a 9 mm semi-automatic pistol, according to the DA. Neither gun was registered. Last summer, Team 10 reporter Jennifer Kastner broke the story about how officers wanted to search Darwish’s home for weapons, days before the massive shootout. However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source said the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For 7 weeks, 10News had been trying to confirm this with the DA’s Office. After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office stated it was "exempt from disclosure".This afternoon, we emailed the DA's Office for new comment.
