SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Monday a larger investment into a program creating job opportunities for the homeless. Wheels of Change was launched in 2018 as a public-private partnership providing jobs and training for those living in the Alpha Project bridge shelter. “It’s innovative, it’s unique. It’s working it’s growing and it’s making a difference in people’s lives,” said Faulconer. The program is expanding from three to ten shifts per week, with participants earning per hour as they remove litter and debris through the Clean SD initiativee. An additional van is also being provided to transport the 20 workers. The City of San Diego doubled its investment to 0,000 this fiscal year. SAN DIEGO (KGTV) -- Rep. Susan Davis of the 53rd Congressional District won’t seek re-election in 2020, the Congresswoman announced Wednesday. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis.So far, only two other candidates have officially entered the race. Jose Caballero, a Navy veteran, filed earlier this year and has raised ,900 as of June.Joaquín Vázquez, the son of undocumented immigrants, has also filed to run, but has not submitted any fundraising documents yet to the FEC.Both are Democrats with no previous experience as elected officials.In 2018, Davis faced off against Republican challenger, Morgan Murtaugh, beating her by a nearly 40% margin. SAN DIEGO (KGTV) — San Diego and National City police departments announced several arrests Friday in violent crime cases over about two years in central San Diego and the South Bay.Police said in a release the crimes occurred between April 2018 and February 2020 in the Bay Terraces, Mountain View, and Shelltown neighborhoods, and the National City area.Many cases appeared to be linked to the same suspects, police added, and a gang allegation was attached to each crime:John Orozco, 26, of El Cajon, was arrested on Nov. 11, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and other related crimes.Ethan Apan, 28, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and conspiracy to commit the murder of Marco Magana on Aug. 1, 2019. Apan was also arrested for other related charges.Kevin Herrera, 26, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, and other related charges.Ismael Betancourt, 20, of National City, was arrested on Nov. 19, 2020, for the murder of Lowry Rivers on April 8, 2018. Jorge Sanchez, 18, of San Diego, had previously been arrested for the murder of Emily Cortez on July 15, 2020. SAN DIEGO (KGTV) - San Diego Police believe the man whose mud-covered body was found in the Tijuana River may have floated across the border into the United States, investigators said Friday. The man’s body was found Thursday in the river behind the Las Americas Premium Outlets, police said. He was partially covered in debris, water, and mud. An autopsy revealed the man had suffered traumatic injuries, but investigators did not provide details on the nature of them. “It is possible the man’s body was carried by the Tijuana River across the border into the United States, where it was discovered,” police said. The man had distinctive tattoos, which investigators hope to use to make an identification. Anyone with information in the case is asked to call the San Diego Police Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 854
