SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care.  The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services.  According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290

SAN DIEGO (KGTV) -- A car being pursued by the California Highway Patrol crashed in the Carmel Valley area early Friday morning.Around 12 a.m., CHP officers attempted to pull over a 2020 Toyota Camry for speeding on southbound Interstate5 near Del Mar Heights Road, but the driver refused to stop.Officers say the driver was traveling at 135 mph.The car tried to exit on Carmel Valley Road, but when the driver attempted to get back on the freeway, she lost control on the on-ramp and crashed.Officers took six women into custody from the car, including the driver.It's unclear why they chose to flee from CHP officers.Paramedics later responded to evaluate minor injuries. 681

SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' SAN DIEGO (KGTV) -- A 20-year-old woman died following a shooting that left three others injured at a party in La Jolla Sunday morning, according to San Diego Police. Police were called to the 7500 block of Draper Avenue near Jack in the Box around 12:39 p.m. after reports of shots fired. According to police, partygoers were standing outside a home in the area when a light-colored sedan drove into the alley and shot the victims. When officers arrived, they found a 20-year-old woman and 23-year-old man with gunshot wounds, according to police. Police say both victims were rushed to the hospital where the woman later died. The 23-year-old is in serious but stable condition, police say.Two other victims, both 19-years-old, later showed up at different hospitals with gunshot wounds and are in stable condition, police say. The suspects are still at large and police say they have no description at this time. The victims haven’t been identified. SAN DIEGO (CNS) - With one of the largest holidays of the year just a day away, getting around and conducting business before and on the holiday can be tricky to navigate with what is closed and open.The North County Transit District will have a normal service schedule for Christmas Eve. However, the Amtrak R2R partnership with NCTD -- which allows Coaster customers to travel on Amtrak trains in the San Diego area -- will be blacked out through Monday. During this time, all Amtrak Pacific Surfliner customers will be required to show a valid Amtrak fare and no COASTER passes will be accepted.NCTD schedules will be reduced to a Sunday service schedule on Christmas.The San Diego Metropolitan Transit System will run a similar schedule, with normal weekday hours Christmas Eve on all Trolley lines and MTS local, urban, Express, Rapid and Rapid Express bus routes.Christmas is more complicated. All Trolley lines except the Silver Line will operate on a half-hour frequency on Christmas Day. Rapid, urban, and local bus routes will operate on a Sunday schedule.No service will be provided on Rapid Express routes 280 or 290, Rapid routes 204, 237 and Express routes 50, 60, 110, 150, Sorrento Valley Coaster Connection and most express bus routes. MTS Access subscriptions are cancelled. Subscription passengers who still want service must call ahead of time to arrange their transportation.Finally, several rural routes have been rescheduled. There will be no service on rural route 892 on Friday.
