NASHVILLE, Tenn. – The second and final debate of the U.S. presidential election will be held at Belmont University in Nashville, Tennessee, starting at 9 p.m. ET on Thursday, Oct. 22.Originally, the Commission on Presidential Debates scheduled three forums between the candidates. The second debate, which would have been held town hall style, was canceled after President Donald Trump declined to participate when the commission announced the debate would be held virtually due to Trump's recent coronavirus infection.Who’s participating?The debate will be moderated by Kristen Welker, a White House correspondent for NBC News and co-anchor of “Weekend TODAY.” It will be Welker's first general election debate she has moderated, but she co-moderated the fifth Democratic debate during the 2020 primary season.President Donald Trump and former Vice President Joe Biden plan on participating in the debate. No other candidates, like Libertarian Jo Jorgensen, qualified to take part in the debate, based on the Commission on Presidential Debates’ candidate selection criteria.What will be discussed?The debate commission allows each moderator to decide which topics are discussed. Last Friday, Welker announced that the following topics would be addressed Thursday night: fighting COVID-19, American families, race in America, climate change, national security, and leadership.Earlier this week, Trump’s campaign manager, Bill Stepien, claimed the CPD had “promised” that Thursday’s debate would be about foreign policy and asked for Welker’s topics to be discarded. However, CPD responded and said “no debate in 2020 was ever designated by (the commission) as devoted to foreign or domestic policy."With that said, the president is expected to still grill Biden on his son Hunter’s business ties, as well as his foreign policy record in the Obama administration and as chairman of the Senate Foreign Relations Committee, The Washington Post reports.How will the debate be structured?After the first debate went off the rails, because the candidates constantly spoke over each other, the CPD announced changes Monday to “ensure a more orderly discussion.”As with the first debate, both campaigns have agreed to allow each candidate two minutes of uninterrupted time to make remarks at the beginning of each 15-minute segment of the debate. This time, however, “the only candidate whose microphone will be open during these two-minute periods is the candidate who has the floor under the rules,” the CPD said in a statement. Both mics will then be turned back on for an open discussion.What is being done to protect against coronavirus?The commission says Trump and Biden will again skip the traditional handshake before the debate starts and the audience will be required to wear masks.How can you watch?The debate will run for 90 minutes without commercial interruption. This is all about the sound of freedom, but I just also want to hear about safety and I'm not hearing the word safety," neighbor Don Hotz said.He's spoken with 10News before, concerned about flight paths Marines take. Several people have been emailing the base since September 2018, creating two binders full of papers. One concern points to a recent Environmental Impact Report draft by the Air Force, suggesting the noise from the F-35 could make neighborhoods in Idaho uninhabitable.Captain Matthew Gregory, MCAS Miramar director of communications, says the document remains unapproved and un-finalized. In Miramar, they've conducted several studies on noise and environmental impact, ensuring it is safe to bring the jets near the surrounding neighborhoods."On take off the F-35 is 2 decibels louder than the F/A-18 however when they're coming in to land, or in their normal flight, an F-35 is 10 or 11 decibels quieter so that's going to help in the noise reduction of the base," Gregory said. He added, over the next 10 years as the F-35 phases out F/A-18s and AV-8B Harriers, the base will get slightly quieter."The engine noise itself has a higher pitch, we're going to notice it a lot more even if it's quieter," Gregory said. He explained the higher pitch is due to a single technologically advanced engine.Neighbors are concerned a single engine plane is more dangerous. Gregory said there's nothing to worry about."It can be more reliable, it's going to cut down on maintenance costs because you're working on one engine instead of two engines. Multiple secretaries of state in battleground states are reporting robocalls to their residents telling them to stay home Tuesday. They are worried the calls are misleading and spreading misinformation on Election Day, and the FBI and other law enforcement agencies are looking into where the calls are originating from.The anonymous robocalls, which appear to come from a local number, tell voters, “Now is the time to stay home. More college students are coming back home, trying to save money and pay off debt.The findings from a Junior Achievement study have parents shocked and concerned, and JA jumping into action.Leith Walk Elementary Middle School is one on JA's roster to visit and talk with, and the students are very aware of what it takes to be financially independent.Walking around Mr. Jason Peinert's 7th grade class, you hear students discussing their futures, "you should always have a plan b," one boy said. "I want to like have my own house, my own property, I don't want to be bossed around by my mom," Imeah Curbean, 13, said, smiling.Here they plan a path from education to a career that will support them in the future."My kids go through simulations with check registers, as well as understanding opportunity cost," Mr. Peinert said they also write essays on saving money for the future.During the group discussion, one student echoed the sentiment, saying you wouldn't want to make decisions that put you in a corner. One of the big decisions, how to achieve higher educationJA's new study on financial literacy shows 75% of teens are worried about paying for college.The next finding was disturbing, "only half of the kids said that they wanted to become independently financial from their parents," Senior Vice President Kim Fabian of the Central Maryland Junior Achievement Chapter said. Students told them, they understand the financial strains of paying for college and, for many, the reality after graduating is to move back home to save money and pay off debt, earning the nickname "Boomerang Generation"."What we find works the best is when kids are actually doing things that will relate to what they'll be doing in the real world, so we try to create experiences while they're still in school that will help them learn those skills like communication, teamwork, how to be on time for things, what questions they should be asking, how to do a good job interview," Fabian said real world experience is key.Junior Achievement has a list of schools and programs on their website to get involved in.
