SAN DIEGO -- The San Diego Planning Commission advanced a plan Thursday that would make the Midway District more vibrant by adding housing, commercial projects and parks.The plan would grow the area’s housing from 2,000 to 11,000 over the next 20 years. Business development in the area would also generate a similar number of jobs.The district would also boast nearly 30 acres of parks. "We think it's an important opportunity to provide for the park needs of the community," project manager Vickie White said.The parks would all fit into an improved pedestrian and bile network that would make use of existing transit infrastructure. The city hopes the network would reduce the area’s reliance on cars."We're focused on creating comfortable connections along transit corridors to make this a more appealing area to walk or bike -- we see a lot off opportunities for modal increase in this area," White said.Reducing reliance on cars also complies with a citywide climate action plan. "If there's one real, glaring problem with this community it's a lack of connectivity from district to district," Commissioner William Hofman said.The area around sports arena and Valley View Casino Center would also get additional streets and paths.The plan includes a variety of possibilities for the sports arena including operating it as is or demolishing it and pushing for other land-use opportunities.The plan will now go to the City Council’s Smart Growth and Land Use Committee in May. 1493

San Diegans who recently saw Hamilton at the Civic Theater downtown, or had any business at City Hall may have parked in the massive garage that's just steps from both buildings.The city owns that 1,140-space parking garage, called the Evan Jones Parkade - for the founder of Ace Parking.Many city workers also use it daily, since they get an employee discount. But the garage has also become a source of frustration among them - and in some cases, much worse. Numerous city employees told 10News that the elevators often breakdown, especially when it rains. That forces some of them to walk up 10 flights of stairs after a day's work - instead of waiting longer for the elevators that are working.But a notice posted on the city's website paints a much darker picture. It says the city has responded to more than 200 calls for service for the elevators in the last year, and that breakdowns have increased 20 percent in the last six months. "The elevators have now become unsafe," the notice says. "There is the increased possibility of persons being trapped in a broken-down elevator, needing immediate medical attention and not being able to get it."Additionally, the permit posted in one elevator is two years expired."I'm going to zip up there and hopefully everything wil work out fine," said Andy Jones, of Scripps Ranch, who parked on the 10th floor in a visit to City Hall. "That's a lot of stairs to climb."City spokeswoman Nicole Darling said the elevators are safe and routinely inspected. She said the notice is actually an environmental document, and was strongly worded to speed up approval for repairs.The city plans to replace the controls for all four of the building's elevators, for .8 to .2 million, but doesn't have a start date. A spokeswoman for Department of Industrial Relations says the elevator permits actually expired in September, but the city was late on requesting its permit renewal. SAN DIEGO (AP) — An animal rights group is asking the U.S. Securities and Exchange Commission to investigate SeaWorld over allegations that it misled investors about injuries during its dolphin shows.People for the Ethical Treatment of Animals said Thursday it had sent a letter to the SEC saying the marine theme park had lied when it said no animals are injured during the shows.The SEC declined comment.The group known as PETA is a shareholder in the company and alleges that SeaWorld trainers have caused injuries when they stand on the dolphins.It says veterinarians have found wounds and scars on dolphins at SeaWorld parks in California, Texas and Florida.SeaWorld said in response that it treats its animals well and has rescued thousands. SAN DIEGO (AP) — Eric Hosmer hit three-run doubles in consecutive innings to ruin Madison Bumgarner's Arizona Diamondbacks debut and give the San Diego Padres a 7-2 victory in Jayce Tingler’s first game as manager. The six RBIs tied Hosmer’s career-high and gave 24-year-old right-hander Chris Paddack the win in his first opening day start. Hosmer’s doubles came off Bumgarner in the sixth inning and Kevin Ginkel in the seventh.
