DESCHUTES COUNTY, Ore. -- A missing Oregon baby was found naked and lying in the dirt by a detective last week near Bend, according to authorities.On May 10, deputies say a man, identified as Brandon Blouin, came out of the woods asking for law enforcement after losing his 1-year-old son.Blouin told deputies that he and the baby's 18-year-old mother, along with the child, were staying in the forest when the woman walked away and didn’t return.Blouin went looking for the woman. He told deputies he set the 1-year-old down and left him.Deputies say Blouin is believed to have been under the influence of a controlled substance when he decided to walk away.The child was found by the detective about one mile away from the vehicle the family had been staying in. The baby was found lying naked in the dirt, according to deputies. Blouin was arrested on several charges. 889

(KGTV) - Holiday travelers hit a snag getting home from San Diego when all trains from Downtown to Oceanside were canceled Saturday while crews worked to reinforce a Del Mar cliff-side after it collapsed Friday.Sky10 flew over the affected area Friday, capturing a portion of cliff-side hollowed out feet away from train tracks near 13th Street.Amtrak posted a bus bridge was used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."This left travelers stressed out and frustrated. 10News saw one woman crying in the Santa Fe Depot, concerned about getting home. Two men were so desperate Saturday afternoon they ordered a Lyft to get to Los Angeles.Crews put in metal plates and back-filled with a concrete slurry, reinforcing the cliff and tracks on top. They were confident it would be a long-time fix."It doesn’t seem like a safe thing, it seems like it should be moved, someone said you can’t stop Mother Nature," passenger Justice Drake said. He was in town from Oceanside, visiting his mother in El Cajon for Thanksgiving."People are frustrated, but I feel like don’t get frustrated with the people at the desk because it’s not their fault," passenger Lauren Cono said at the depot. She was trying to get home to San Francisco."So the plan is right now I think there’s a flight I can get for 0 one way or tomorrow 0 one way... DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker.
