SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. Next time, he may go inside the house and decide to do something more than looking in a window," said Steve.Though charges haven't been filed, anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1719

SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) — The heads of several of California's major theme parks voiced their disapproval on Wednesday with California's recently release theme park guidance. Members of the California Attractions and Parks Association called the reopening guidance unfair and unreasonable, adding that it will only keep parks closed for the foreseeable future.Leaders said legal action against California isn't off the table and they want state officials to reconsider the lasting negative effects of keeping parks closed.RELATED: California health officials release guidance for reopening theme parks, pro sporting eventsKaren Irwin, president of Universal Studios Hollywood; Kurt Stocks, president of LEGOLAND California; Raffi Kaprelyan, regional vice president of Knott's Berry Farm operator Cedar Fair; Ken Potrock, president of Disneyland; and Don McCoy, president of Six Flags Magic Mountain, were all in attendance for the virtual press conference."Theme parks create a 100% controlled environment, with temperature checks for all guests, mask enforcement, increased sanitization protocols, social distancing, measures that far exceed most daily life experiences in any other leisure activities," said Stocks.Tuesday, the state released the metrics that would allow theme parks to reopen in some capacity since being shuttered by the coronavirus pandemic.The state’s guidance for theme parks allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking.In a statement Wednesday, Dr. Mark Ghaly, California Health and Human Services Secretary, said the rules are intentionally slow and stringent to stop the coronavirus spread."Theme parks are a high-risk setting where large scale, random mixing occurs. Theme parks draw regional, national and international attendees that may spend days mixing with others outside their own household," said Ghaly. "The state's public health guidelines have always been driven by data and science. This will continue. As the data evolves and science evolves we will update the guidelines and Blueprint accordingly as we did yesterday to allow all personal care services to operate statewide with modifications." 2627

  

SAN DIEGO (KGTV) -- The Historic Balboa Theatre will be celebrating a milestone Monday night. The famed venue will host a party in honor of its 95th birthday. The celebration will pay special tribute to the USO in a performance produced by Ric Henry, a San Diego song-and-dance sensation. The musical review will depict the musical history of the USO from the 1940s to the present. The instrument, built in 1929, is one of only four such organs in the world. SAN DIEGO (KGTV) - Students from around San Diego are using a modern medium to learn and inspire.The Cesar Chavez Service Clubs, which has chapters at 22 local schools, has launched the "Chavistas Podcast."Once a month, they interview a local leader, learning that person's story. They hope it can inspire other kids to reach for the stars."We feel that, as a community of Chavistas, that we can get a good message of community out there," say Ariana Gallegos, the club supervisor.Gallegos has a background in radio broadcasting and uses that to help the kids craft their interviews."It's a beautiful experience that I get to bring the students to a setting that sometimes is hard to be at," says Galleos. "But it allows them to see that if I can do it, you can do it."Students in the club say it's been a fun experience. They hope other kids will listen and learn."When it turnes out good, it's really nice, just feeling like you accomplished something good," says Wilson Elementary 7th Grader Mecklin Montgomery.
