LONDON (AP) — An American tourist from Louisiana helped stop a hammer-wielding thief who unsuccessfully tried to steal the Magna Carta at Salisbury Cathedral, working in tandem with a church employee to prevent the man from escaping.Matthew Delcambre, of New Iberia, Louisiana, told The Associated Press that he and his wife Alexis were sightseeing in the southwestern English city when a man tried to shatter the glass encasing the precious manuscript in the church's Chapter House. After Alexis tried to raise the alarm to others, Delcambre and other bystanders banded together to try to hold the thief back behind the doors of the Chapter House.When the thief pushed past them, the 56-year-old IT expert gave chase into an outer courtyard. He grabbed the man's arm near the courtyard gate and knocked away the hammer. A church employee tackled him and held him down."It wasn't me by myself," he said. "It was completely a group effort."The Magna Carta, which was protected by two layers of thick glass, wasn't damaged.Wiltshire police said Saturday that a 45-year-old man was freed on bail until Nov. 20 as officers continue their investigation.Salisbury Cathedral's Magna Carta is one of four existing specimens of the 1215 charter that established the principle that the king is subject to the law. It is considered the founding document of English law and civil liberties and influenced the creation of the U.S. Constitution.The document, Latin for "Great Charter" was short-lived. Despotic King John, who met disgruntled barons and agreed to a list of basic rights, almost immediately went back on his word and asked the pope to annul it, plunging England into civil war. It was re-issued after the king's death.Even so, its importance cannot be underestimated, as it has inspired everyone from Mahatma Gandhi to Nelson Mandela. Matthew Delcambre, the director for the Center for Business & Information Technologies at the University of Louisiana at Lafayette, said he has been a bit taken aback by the attention his efforts have earned, but told his story so that his efforts would not be exaggerated at the expense of others.Of all those who played a part in corralling the thief, he credits his wife Alexis first and foremost, since it was she who noticed the thief coming out of the disabled bathroom wielding the hammer and tried to get help. He played down earlier reports which depicted him as the hero, and said the people who should get the credit are cathedral workers and volunteers who tried to protect the Magna Carta."The heroes are the staff employees of the cathedral who protected the document, helped catch the guy and helped retain him until the police got there," he said. Gavin Newsom has sparred with the White House routinely, and his office released a statement Tuesday saying the state was ready to discuss serious proposals but Trump "could start by ending his plans to cut food stamps, gut health care for low-income people and scare immigrant families from accessing government services."San Francisco Mayor London Breed said in a statement that the city would welcome assistance from the federal government to build more housing "but simply cracking down on homelessness without providing the housing that people need is not a real solution."Garcetti, too, said he was ready to talk but wrote that "the federal government has woefully underfunded our housing safety net, contributing to homelessness" and slashed funding for new housing."We must put politics aside," he wrote.And at an event Monday in Beverly Hills, sponsored by the website Politico, Garcetti's chief of state and federal affairs, Breelyn Pete, said the city looked forward to explaining its homeless strategy to administration officials but added, "They're just not thoughtful, and quite frankly not smart enough, to know what we're doing."Trump would make an unlikely pairing with the Los Angeles mayor, who comes from a heavily Democratic state recognized as the center of the so-called Trump resistance. Filthy, drug-infested encampments line downtown streets, and homeless people often sprawl on the lawn of City Hall, with tents nearby. The mayor says 36,000 people in the city are homeless on any given night.Figures released in June showed a 16% jump in Los Angeles' homeless population over the last year. The jump came after the mayor helped convince voters in 2016 to borrow .2 billion to construct housing for the homeless.The mayor's office said the federal group visited several homelessness projects, including a recently opened shelter.On Tuesday, Sacramento County and the city of Sacramento joined the fight to overturn a federal court ruling barring municipalities from prosecuting homeless people for sleeping on the streets if there are no available shelter beds, The Sacramento Bee reported .The Trump administration provided no specifics on what its national homeless policy would entail.Taylor Griffin, a spokeswoman for House Speaker Nancy Pelosi, said, "Homelessness is a challenge to the conscience of our nation and a growing humanitarian crisis for communities across our country. LOS ANGELES — The U.S. Forest Service says a firefighter died battling a wildfire in the San Bernardino National Forest in California. The agency says in a news release that the death occurred Thursday as crews battled the El Dorado Fire. The name of the firefighter is being withheld until family members are notified.The El Dorado Fire was sparked on Sept. 5 by a pyrotechnic device used during a gender reveal party. According to a press release from Cal Fire, "those responsible for starting fires due to negligence or illegal activity can be held financially and criminally responsible.” Thursday's death marked at least the 36th death in a series of wildfires that have ravaged the West Coast dating back to mid-August. LOS ANGELES (CNS) - Monday is Kobe Bryant Day in Los Angeles and Orange County, honoring the late Los Angeles Lakers star, and it'll be highlighted by a move to rename a downtown stretch of Figueroa Street outside Staples Center in recognition of his legacy."This is a gift to the city of Los Angeles and to all the Kobe Bryant fans around the world," City Councilman Curren Price said in a statement announcing a proposal to rename the street. "L.A. streets will rise in honor of the 'King of L.A.'"Price and Councilman Herb Wesson plan to introduce a motion Tuesday calling for the stretch of Figueroa between Olympic and Martin Luther King Jr. boulevards to be named "Kobe Bryant Boulevard." That stretch covers the portion of the street from roughly Staples Center to Exposition Park.A 2016 Los Angeles City Council resolution declared Aug. 24 as Kobe Bryant Day in perpetuity, on the date of the jersey numbers he wore with the team.
