A report looking at cell phone data and geographical increases in COVID-19 cases, has estimated more than 260,000 cases nationwide were a result of the Sturgis motorcycle rally held in South Dakota.The 63-page report looked at the potential results of a “superspreader” event; an event where “large crowds, coupled with minimal mask-wearing and social distancing by attendees.” It included researchers from San Diego State University, Bentley University and University of Colorado Denver. The results were issued over the weekend and have not been peer reviewed at this time.The same group has looked at other events, like Black Lives Matter demonstrations nationwide and President Donald Trump’s rally in Tulsa.For the Sturgis event, they identified counties which saw lots of rally-goers and tracked COVID-19 cases before and after the event in those areas using available CDC data.Roughly 500,000 people attended the event, according to information from the South Dakota Department of Transportation, which ran from August 7 to 16.Their research found in counties nationwide who had a lot of Sturgis attendees, the COVID-19 case count in their home counties increased about 10.7 percent from about a month before to a few weeks after the rally."Under the guise of academic research, this report is nothing short of an attack on those who exercised their personal freedom to attend Sturgis,” Gov. Kristi Noem said in the statement to The Argus Leader. "Predictably, some in the media breathlessly report on this non-peer reviewed model, built on incredibly faulty assumptions that do not reflect the actual facts and data here in South Dakota."The state has reported 124 cases of COVID-19 of South Dakota residents who attended the rally.Last week, state health departments in various states issued warnings about residents who may have contracted COVID-19 at the Sturgis rally. States are relying on patients who test positive to report the possible exposure at the motorcycle rally. "We're never going to be able to contact trace every single person from Sturgis," Andrew Friedson, one of four authors of the study said. "So if we want a good-faith estimate using, at the moment, the accepted statistical techniques ... this is the best number we're going to get in my opinion."Using findings from another team of researchers, the team estimates the Sturgis rally may have generated a public health cost of about .2 billion. The other study looked at the average cost of non-fatal COVID-19 cases, and put the estimate around ,000 per patient. 2576

Ohio has been added to the Ohio Department of Health’s COVID-19 Travel Advisory map, meaning the state is recommending Ohioans avoid traveling to Ohio, and those entering Ohio after traveling from Ohio are advised to self-quarantine in Ohio for 14 days.Obviously, outside of The Matrix or a Christopher Nolan movie, this is physically impossible. The state has seen record levels of cases, deaths, and hospitalizations in the past week, and all Ohioans can help to limit the spread and impact of this virus. This includes recommendations to stay at home except for necessary trips for supplies, consistent mask-wearing when around others, and frequent hand washing. Together we can help stop the spread of COVID-19."Ohio was added to its own travel advisory map because, as ODH states, the 7-day rolling average positivity rate for COVID-19 tests in the state rose above 15% for the first time since April this week. Any state with a positivity rate above 15% is put on the map, and the ODH recommends against travel to those states with high positivity.The positivity rate is an indicator of how much COVID-19 there is in a community, ODH states, and comes from state-level aggregate data from The COVID Tracking Project. The Wauwatosa Police Department announced that a 15-year-old boy has been arrested in connection to the mass shooting at Mayfair Mall.Eight people including one teen were shot by a suspect at Mayfair Mall Friday afternoon. All are expected to survive their injuries, according to police.Police speculate that the shooting was not a random act but came after an altercation.During the preliminary investigation, witness accounts identified the suspect as a white man in his 20s or 30s. That has now been changed.No photos or videos of the suspect have been released. RICHMOND, Va. - Governor Northam announced Wednesday that he has signed several new laws to reform policing and criminal justice in the Commonwealth. These reforms include measures banning no-knock warrants and limiting the use of neck restraints by law enforcement. The laws also require law enforcement officers to intervene or report when they see wrongdoing from colleagues, and banning sexual relations between officers and justice-involved individuals.“Too many families, in Virginia and across our nation, live in fear of being hurt or killed by police,” said Governor Northam. “These new laws represent a tremendous step forward in rebuilding trust between law enforcement and the communities they serve. I am grateful to the legislators and advocates who have worked so hard to make this change happen. Virginia is better, more just, and more equitable with these laws on our books.”Governor Northam signed the following bills that reform policing:Senate Bill 5030, sponsored by Senator Locke, omnibus police reform legislation, which incorporates a number of critical reform measures passed by the House of Delegates:House Bill 5099, sponsored by Delegate Aird, prohibits law enforcement officers from seeking or executing a no-knock search warrant. With Governor Northam’s signature, Virginia becomes the third state in the nation to ban no-knock warrants.House Bill 5049, sponsored by Delegate Helmer, reduces the militarization of police by prohibiting law enforcement from obtaining or using specified equipment, including grenades, weaponized aircraft, and high caliber firearms. Governor Northam amended this bill to clarify that law enforcement agencies can seek a waiver to use restricted equipment for search and rescue missions.House Bill 5109, sponsored by Delegate Hope, creates statewide minimum training standards for law enforcement officers, including training on awareness of racism, the potential for biased profiling, and de-escalation techniques.
