BEIJING, Nov. 17 (Xinhua) -- As mass layoffs and labor disputes become more frequent when global economic slowdown wipes out more companies from business, Chinese government has urged local authorities to make best efforts to properly respond.     The top priority should be given to ensuring stable employment, said China's Ministry of Human Resources and Social Security (MOHRSS) in a notice issued on Monday.     Investigation should be carried out concerning individual companies' possible layoffs, especially labor-intensive factories, it said. The labor situation of companies that go bankrupt should be closely monitored.     In October, Local government in Dongguan of Guangdong Province, where many labor-intensive companies located, took out more than 24 million yuan (3.5 million U.S. dollars) to compensate for the salaries of over 7,000 workers, who was left helpless when a company owner secretly fled.     Emergency plans should be formulated in order to better prevent and deal with incidents involving a large group of unemployed workers, and make sure to report to higher level of the government and make appropriate arrangement as soon as possible, it said.     An efficient and convenient channel should be created for people to appeal for arbitration of labor disputes, so as to resolve major or mass disputes in time, it said.     The notice also required that arrangements be made to guarantee unemployment insurance, encourage reemployment, and better serve the migrant workers.

It also wants to forge cooperation with China in fields such as infrastructure.     He noted that Slovakia, as a new EU member state, is willing to play a role of bridging the EU-China strategic partnership for further development, reiterating that Slovak parliament and government will continue to cohere to the one-China policy.     The two sides also exchanged their views on inter-parliamentary cooperation, agreeing to push forward collaboration among parliamentary special groups and exchanges of the young parliament members in an effort to generate contribution to the new growth of the bilateral relations.     Paska arrived here Monday for a 5-day visit to China as Wu's guest.

  

LANZHOU, Jan. 18 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the restoration of people's livelihood in the quake-hit regions during his visit in northwestern Gansu Province between Jan. 15 and Jan. 17.     Some areas of Gansu were shattered by the devastating May 12 earthquake centered in Wenchuan of neighboring Sichuan Province last year. BEIJING, Jan. 24 (Xinhua) -- China Saturday expressed "serious concerns" over India's anti-subsidy investigation on sodium nitrite on Jan. 14 and probe into the special safeguard measure of sodium carbonate on Jan. 16.     Following bilateral consultations, China has urged domestic businesses to contact their Indian peers and solve trade issues through talks and cooperation, Yao Jian, spokesman of the Ministry of Commerce, said in a statement.     But India didn't respond to Chinese efforts and launched its first anti-subsidy probe over Chinese-made sodium nitrite, Yao said. "China expresses dissatisfaction over it," he noted.     China also expressed resolute opposition to India's probe into the special safeguard measure of sodium carbonate, the spokesman stated.     The probe not only hurts the legitimate rights and interests of Chinese businesses, but has negative impact on the stable bilateral trade relations, Yao said.     The current global financial crisis has serious impact on the economies worldwide and all nations need to boost cooperation in fighting the crisis, he said.     China hoped that India could show prudence and restraint in using trade remedies, as trade protectionism could only add to the grim world trade situation.     He added that China and India should step up consultations and promote cooperation among industries from the two developing nations.
