SAN DIEGO (KGTV) - The City of San Diego is planning on expand its designated scooter parking zones to Ocean Beach. The Mayor’s staff recently sent a list and map of 106 prospective locations to the Ocean Beach planning board. The scooter corrals are similar to the on-street parking the city has already installed downtown. The ‘Micro Mobility Parking Corrals’ - as the city calls them - are installed at red curb spaces that do not block traffic, fire hydrants or impede visibility. The Mayor’s office says it is working with community groups to find suitable locations in OB and they plan to have feedback by June 10th. 630

SAN DIEGO (KGTV) - Surveillance video captures a burglar on the move inside a popular restaurant in Mira Mesa, and his crimes may be escalating.Inside the kitchen of T.P. Bahn Bao on Camino Ruiz, the staff is busy making steamed Vietnamese buns, days after an unappetizing discovery. "Scared, anxiety, disbelief," said Travis Nguyen, who owns the restaurant.When she got in on Thursday morning, she found loose change all over and the drawer of the cash register gone. The surveillance video revealed what happened. Just before 3 a.m., a figure is seen crouched low, shining a flashlight into the restaurant. After a few moments, the man pries open the door and walks in."It appeared he used a homemade tool to break the panic bar. It took him only a few seconds to get in," said Lon Holliday of Convoy Street Locksmith, the company that repaired the door.In the video, the man quickly heads to the cash register, removes the drawer and about 0 in cash."He knows what he's doing. I think he's done this before," said Nguyen. After the thief is done in the front - and with a loud security alarm going off - the intruder heads towards the kitchen, where he looks around. He then goes into the walk-in cooler. He apparently doesn't like what he sees and takes off."He's in and out of the restaurant in under two minutes. He's quick," said Nguyen. SAN DIEGO (KGTV) -- The Marine Corps Recruit Depot (MCRD) in San Diego could be closing as part of an effort to integrate women into the Marines.MCRD has been in San Diego for about 100 years, but it currently does not have facilities specifically for female Marines.According to a Military.com report, Marine Corps officials are looking at other options in order to meet the integration mandate from Congress.One proposal would create a single boot camp that would include the necessary facilities, rather than the current process of dividing recruits between MCRD in San Diego and the boot camp in Parris Island, South Carolina.In response to a possible closure, the San Diego Military Advisory Council said losing the area boot camp would cost the city.SDMAC Executive Director Mark Balmert said, “So 400 recruits a week come through our location here, about 16,000-17,000 a year. Our studies have shown more than 60,000 of their family members make the trip to San Diego to be a part of their recruit graduation.”Marine officials have already told the Pentagon it cannot add women to boot camps without building new facilities. 1139

SAN DIEGO (KGTV) - The local ACLU is now firing back at ICE officials after news broke Tuesday of a new measure in place of blocking certain calls from detainees’ being housed at the Otay Mesa Detention Center.“For the government to interfere with the people's ability to make those calls and advocates abilities to receive those calls is deeply troubling,” said ACLU senior staff attorney Mitra Ebadolahi. She’s now sent a letter to both ICE and ICE’s contractor, CoreCivic, demanding answers and writing in part, "…legally, these blockages may violate the constitution."On Tuesday, Alex Mensing with Pueblo Sin Fronteras said his number was blocked along with numbers to another immigrants rights' activist group, Otay Mesa Detention Resistance. Mensing told ABC 10 News, “Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people.”The Otay Mesa Detention Center has come under fire for allegations of poor health conditions and abuses inside as hundreds of people being housed there were testing positive for COVID-19.“Without more information, it does appear that his kind of blockage is either retaliatory or at least viewpoint discriminatory,” added Ebadolahi.The ACLU is demanding that ICE remove the blockage and offer a response by next Tuesday.CoreCivic referred ABC10 News to ICE which sent a statement Wednesday reiterating part of a statement from Tuesday which reported that it temporarily blocked detainee calls to a specific San Diego area phone number after calls resulted in disruptive behavior from detainees. Kaitlyn Birchman was supposed to have a preliminary hearing Thursday morning, but she’d already pleaded guilty to forgery of a financial institute. She is set for sentencing on April 3.
