NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department. The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. A lot of stuff is going on, so I'm praying for the guy," he said.Submit tips to police by calling Crime Stoppers at 1-800-577-TIPS (8477), visiting www.nypdcrimestoppers.com, downloading the NYPD Crime Stoppers mobile app, or texting 274637 (CRIMES) then entering TIP577. NEW YORK CITY — In what New York City's mayor is calling a "Christmas miracle," an NYPD officer is conscious and communicating after he was shot in the back in Brooklyn while responding to a 911 call for a domestic dispute, police said. The incident occurred in the Crown Heights neighborhood of Brooklyn on Thursday night.Police said the alleged shooter has been arrested and the gun was recovered. A bulletproof vest protected the 27-year-old officer, who was rushed to a local hospital after being shot near Prospect Place and Ralph Avenue. It went into the vest, but didn't penetrate the officer's skin, NYPD Commissioner Dermot Shea said. The shooter allegedly threatened his girlfriend, New York City Mayor Bill de Blasio said. The girlfriend's mother repeatedly called 911, begging for police to come, Shea said. She said the boyfriend had threatened to shoot the home up. As officers on the scene interviewed the daughter, her boyfriend arrived. He shot an officer and then ran, Shea said. Other officers pursued and arrested him a few blocks away. Body camera video shows officers repeatedly tell the shooter to drop his gun. He put it down on the sidewalk and was taken into custody."Because the NYPD was there, that woman is alive right now," de Blasio said. "Because our officer put himself in harm's way, an innocent woman is alive."The officer’s precise condition wasn’t immediately clear, but police officials said the officer was awake and responsive and has since been released from the hospital.De Blasio and Shea spoke to the officer's parents."They felt that this was a Christmas miracle that their son was alive and well," de Blasio said. The NYPD asked people to avoid the area. People were advised to expect a police presence in the area."It's Christmas Eve. This is a time when you would expect peace, you would expect harmony," de Blasio said. This story was originally published by Aliza Chasan on WPIX in New York City. 1948

Newly released dash cam video shows a drunk driver talking with police officers just minutes before he got back into his car, drove off and then collided head-on with a woman, killing them both. The incident happened December 30, 2017.Testing would later determined that Desten Houge's blood alcohol level was nearly three times the legal limit. The video show the aftermath of a single car accident, where Houge lost control and then ended up in the ditch. That accident happened around 4 p.m.Pittsfield Township Sgt. Matthew Hornbeck can be seen talking with Houge and then helping him up after he fell down.Hornbeck would call a tow truck to get the 32-year-old Houge's car out of the ditch. The driver discovered the rear sway bar was busted, but the car was still drivable.Hornbeck and another police officer would clear the scene, but they did not give Houge a field sobriety test.Roughly an hour later and another 1,000 feet down Michigan Avenue, witnesses reported seeing Houge's car fishtailing, then crossing the center line, slamming into another vehicle driven by 55-year-old Lake Jacobson, who died four days later of injuries suffered in the crash. In police reports obtained by Scripps station WXYZ in Detroit, witnesses describe being surprised by the speed Houge was driving, considering he was losing control.Another witness, who swerved to miss Houge, said they saw car parts flying before the collision. The reports cite car condition and a possible collision with a pothole as a factor in the crash. However, those reports were from before Houge's autopsy came back, establishing he had a BAC of .24, as well as THC in his system. Both Hornbeck and the other officer who helped Houge before the fatal accident said they did not notice any signs of impairment.WXYZ was unable to reach Pittsfield Township Police for comment. WXYZ also was unable to reach the families of Houge and Jacobson. 1978
