BEIJING, June 2 (Xinhua) -- Monks across China on Wednesday chanted prayers for the victims of the earthquake that struck northwest China's Qinghai Province in April, exactly 49 days after the deaths, which according to Buddhist belief marks the start of the souls' reincarnation. Major temples of the three main schools of Buddhism in China all held prayer rituals for the about 2,700 victims killed in the 7.1-magnitude earthquake that hit Yushu on April 14, a statement from the Buddhist Association of China (BAC) said. About 1,000 Mahayana Buddhist monks attended the prayer session at Beijing's Guangji Temple led by Chuanyin, the BAC president, while the 11th Panchen Lama, the association's vice president, hosted another prayer session at the Lama Temple, an important Tibetan Buddhist temple in Beijing. In southwestern Yunnan Province, monks of Hinayana Buddhism gathered at the Zongfo Temple to pray. Other important temples in Shanxi, Zhejiang, Shanghai and Lhasa also held prayer rituals at the same time. The monks prayed for the victims' souls and for the survivors to overcome the hardships caused by the disaster. Xuecheng, BAC vice president and secretary general, presided over the prayer ritual at the Gyegu Monastery, the main temple in quake-hit Yushu. About 1,000 monks and local residents attended the prayer ritual at the massive cremation site for hundreds of Tibetan quake victims in Gyegu township. BEIJING, April 15 (Xinhua) -- The Chinese government said Thursday it plans to increase the land supply available for residential property, in a bid to guide the country's runaway property market into more healthy development.China will supply 180,000 hectares of land nationwide to build houses this year, excluding the Tibet Autonomous Region, compared with an area of 76,461 hectares in 2009, the Ministry of Land and Resources (MLR) said.Areas for low-cost housing, renovated shanty houses and small- and medium-sized apartments will be allocated more than 70 percent of the total land supply, the ministry said.In breakdown, areas for small- and medium-sized apartments alone would reach 80,431 hectares this year, exceeding China's total land supply in 2009.Some 35,786 hectares would be allocated for renovated shanty houses, accounting for 19 percent of this year's total land supply.Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure.The central government vowed to build three million low-cost apartments for low-income families and renovate 2.8 million shanty houses at the Third Session of the 11th National People's Congress in March this year."We merely need 12,000 hectares to meet the goal set by the central government to build the three million low-cost apartments, well below this year's planned land supply for this part," said Liao Yonglin, director of the department of land use management of the MLR.
BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province.The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide.Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said.The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.
