If you thought the presidential candidates had plenty of time to convince voters, think again. The swing state of North Carolina is set to start mailing out absentee ballots on Friday, September 4. That means voters will be able to return their ballots as early as next week. RECORD NUMBERS VOTING EARLYNorth Carolina is seeing a record number of absentee ballots because of the pandemic. In 2016. around 200,000 absentee ballots were counted. Already in 2020, the state has received around 600,000 requests. "It’s been kinda tough but we are trying to get through it," Kristen Scott, the elections director in Halifax, North Carolina, said. Scott only has a staff of three. In 2016, her staff received 200 absentee ballot requests. This year they have already received 2,000 and it's only early September. "I do go ahead and tell voters once you get your ballot, it's best to complete it and send it back in," Scott said. NORTH CAROLINA TEST CASEWhat happens next in North Carolina will be an example for other states around the country. Will voters return their ballot right away? Will they wait until the first debate? Additionally, will voters be able to follow all of the directions?For instance, in North Carolina, all absentee ballots must have a valid witness signature. During a pandemic will voters be able to find a witness? If it's not there, the ballot will be rejected. "In the primary, we saw about 15 percent of absentee ballots rejected," Allison Griggs with the Southern Coalition for Social Justice, said. Griggs fears the election could depend on whether voters follow directions or not. In North Carolina, election officials are allowed to contact voters if they find an error with their ballot prior to the polls closing. Griggs advises all Americans to be on the lookout for phone calls from election officials just in case. In a scene reminiscent to what played out in Minneapolis on Memorial Day, Oklahoma City Police released video of a May 2019 incident of a man dying while in police custody.Body worn camera video was released to the public this week.The video shows as officers attempted to place him in handcuffs, Derrick Scott told officers multiple times “I can’t breathe,” a line that George Floyd used moments before he died in Minneapolis. One of the officers responded to Scott, “I don’t care.”The video shows officers struggling to place Scott in handcuffs.Unlike in the Floyd incident, the only video available from last May’s incident was from body camera footage.The May 2019 incident began on a call of a black man carrying a gun. After police arrived, officers talked to Scott. The body cam footage then showed officers chasing a fleeing Scott.Officers caught up to him and tackled Scott. Two officers straddled Scott until a third officer arrived and told Scott to stop resisting.It took all three officers to bring Scott into custody. An officer continued to hold a knee against Scott’s leg.Scott then didn’t say anything for four minutes, which prompted officers to call for EMTs. Scott died an hour later. An official autopsy stated that Scott had a collapsed lung at the time of his death, but did not give the manner for his death.The officers were cleared of wrongdoing. 1380

In a rare move, the Senate on Wednesday night voted to change longstanding rules to allow newborns?-- for the first time -- onto the Senate floor during votes.The rule change, voted through by unanimous consent, was done to accommodate senators with newborn babies, allowing them now to be able to bring a child under 1 year old onto the Senate floor and breastfeed them during votes.Illinois Sen. Tammy Duckworth, who gave birth this month to her second child, becoming the first US Senator to do so while in office, spearheaded the push for the rule change and applauded her fellow lawmakers who she says helped to "bring the Senate into the 21st Century by recognizing that sometimes new parents also have responsibilities at work.""By ensuring that no Senator will be prevented from performing their constitutional responsibilities simply because they have a young child, the Senate is leading by example and sending the important message that working parents everywhere deserve family-friendly workplace policies," Duckworth said in a statement after the vote.Duckworth decided to take her maternity leave in Washington, DC, rather than in Illinois, to be able to be on hand and available to cast her vote in the Senate if needed. But she expressed concern about the complex and strict Senate rules, which might impact her ability to do so while caring for -- and breastfeeding -- her newborn.There are a whole host of Senate rules that would make voting difficult for a senator while caring for her baby -- being unable to hand the baby off to a staffer, being unable to bring a child onto the floor and being unable to vote via proxy.Duckworth has been working behind the scenes for months to change the rules -- the likes of which have not been changed for quite some time. The last time the Senate granted additional floor privileges was in 1977 when it voted to change Senate rules to allow service dogs.The change was not done without some concern from some senators.Congressional aides tell CNN that there were many real questions from senators, expressing concern about the impact of opening the floor up to newborns. Amy Klobuchar, a Minnesota Democrat, said that the questions from other senators varied, from asking whether diapers will be changed on the Senate floor to questions if there should be a dress code for the baby on the floor."It's been quite a journey," Klobuchar told CNN of her help as the top Democratic member of the Senate Rules Committee, working with Chairman Roy Blunt of Missouri to get this out of quickly and onto the Senate floor."The Senate is steeped in tradition and just like the rest of the country, sometimes things have to change," she said.After the rule change passed this evening Sen. Dick Durbin, the second ranking Democrat in the chamber, said he thinks the change will be a welcome improvement to the floor."Perhaps the cry of a baby will shock the Senate at times into speaking out and even crying out on the issues that confront our nation and the world," Durbin said. 3049
