The Florida State Senate passed a bill Monday that would raise the age to buy a firearm from 18 to 21, require a three-day waiting period for most gun purchases and ban the sale or possession of bump fire stocks, which can make it easier for a semi-automatic weapon to function like an automatic rifle.The "Marjory Stoneman Douglas High School Public Safety Act" (SB 7026) would also give law enforcement more power to seize weapons and ammunition from those deemed mentally unfit or otherwise a threat and provide additional funding for armed school resource officers and for mental health services.The Senate measure comes more than two weeks after a gunman killed 17 students and teachers at Marjory Stoneman Douglas High School. Stoneman Douglas students and parents have lobbied lawmakers to pass stricter gun control measures.The bill now moves to the Florida House. The funeral for Rayshard Brooks — an Atlanta man who was killed during an altercation with police earlier this month — took place Tuesday in a church with connections to the Civil Rights movement.Brooks' funeral was held at Ebenezer Baptist Church in Atlanta — the same church where Rev. Martin Luther King Jr. served as a co-pastor between 1960 and 1968.Dr. Bernice King, one of Martin Luther King's daughters, spoke during Brooks' funeral.Actor, writer and producer Tyler Perry provided the funds for Brooks' funeral. The funeral comes after an hours-long public viewing on Monday afternoon.Brooks was shot and killed in a Wendy's parking lot by former Atlanta Police Officer Garrett Rolfe on June 12. Rolfe's partner, Officer Devin Brosnan, first encountered Brooks after Brooks had fallen asleep in his car while waiting in the restaurant's drive-thru line.Rolfe arrived on the scene a few moments later. The officers subjected Brooks to a field sobriety test, which he failed. He later offered to lock his car and walk home, but Brosnan and Rolfe told Brooks they would be taking him into custody.As the officers attempted to handcuff Brooks, a struggle ensued. Brooks was able to grab Brosnan's stun gun and attempted to flee the scene. As he fled, Brooks appeared to point the stun gun in the direction of the police. That's when Rolfe shot Brooks in the back. Brooks later died in surgery at a local hospital.Fulton County District Attorney Paul Howard says Rolfe kicked Brooks after shooting him but before calling for emergency medical help. He also alleged that Brosnan stood on Brooks' shoulder. Both face charges in connection with Brooks' death, with Rolfe facing murder charges. 1701

The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. The Cannon House Office Building on Capitol Hill was evacuated after an alarm sounded. But it was given an all-clear a short time later.There are no reports yet on why and whether it was related to the string of explosive devices being received by politicians and media throughout the nation this week.The Hill reports the alarm went off and people were urged to calmly evacuate. Nearby Independence Avenue was shut down as authorities investigated.The building was built in Washington D.C. in 1908, according to the Architect of the Capitol website. In 1962, the building was named for former Speaker of the House Joseph Gurney Cannon. The FBI has located human remains in the wreckage of the Horizon Air plane that crashed Friday after it was stolen and flown by an airport worker."While the focus of our investigation thus far has centered on Richard Russell, 29, of Sumner, Washington, the FBI is awaiting the results of a review by the Pierce County Medical Examiner's Office," FBI Seattle said in a statement.Authorities said Russell took off in the stolen plane at Seattle-Tacoma International Airport on Friday night, flew for about an hour with military jets chasing him and crashed the 76-seater on a heavily wooded island.The flight data recorder and components of the cockpit voice recorder have been recovered and are with the National Transportation Safety Board, according to the FBI. 770
