SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. Meeuwisse previously pleaded guilty to her role in the scheme, which included a misdemeanor of contracting without a license and failure to secure payment of compensation.Judge Timothy Walsh said that Morningstar has to “rethink the way he approaches his life.” 1430

SAN DIEGO (KGTV) -  A driver led CHP officers on an hour-long pursuit from Southern Orange County to Mission Valley Wednesday night.The chase ended on the onramp from southbound I-805 to westbound I-8.Ray Scheidnes, with California Highway Patrol, says the chase started in the San Juan Capistrano area when they received reports of someone driving erratically just after 6:30 p.m.When they tried to pull over the driver, she instead drove south on I-5 into San Diego County and eventually onto I-8.  The driver even called into 9-1-1 dispatch and tried to explain why she wasn't stopping.“I believe that she was afraid to pull over, mentioned something about possibly having some previous run-ins with law enforcement that she didn't think went too well,” Scheidnes said.Scheidnes also added they’re not quite sure why she eventually stopped in Mission Valley.“The vehicle didn't seem to run out of gas or have any mechanical problems, just came to a stop, I think she just decided to pull over,” he said.CHP says the driver is an Orange County resident. She has not been identified. There are no immediate signs of drugs or alcohol, but she could be facing charges of resisting arrest and failure to yield.  1247

SAN DIEGO (KGTV and CNN) - Actor Will Ferrell is ‘grateful’ for well wishes received after a car crash on Interstate 5 in Orange County Thursday night."While traveling back to Los Angeles after hosting a voter registration event in San Diego, a car carrying Will Ferrell and three of his colleagues was struck on the freeway by another vehicle," read a statement Ferrell's representatives from United Talent Agency.Ferrell and another passenger were "unhurt" and were released from an Orange County hospital, according to UTA.RELATED: Will Ferrell rushed to hospital after crash on I-5Ferrell's longtime driver, Mark Thompson, and his another passenger, identified as Carolina Barlow, remain hospitalized in stable condition, the statement said.Ferrell is "staying close by as his friends are being treated, and has expressed his deep gratitude to the first responders who were immediately at the scene and to the hospital team that took such great care of them," the statement added.Ferrell, 50, was a passenger in an SUV that overturned during a two-car accident late Thursday at Alicia Parkway in Mission Viejo, according to an accident report from the California Highway Patrol.According to the accident report, Ferrell's vehicle was struck when another car veered into its lane. Ferrell's SUV then struck the center divider median and subsequently overturned.On Thursday night, Ferrell appeared at a Funny or Die event at Oceanside High School called Glam Up the Midterms.
