DETROIT — The Michigan Department of Health and Human Services is activating an emergency plan in response an outbreak of hepatitis A.The number of cases continues to rise in Michigan. The department is activating what is called the Community Health Emergency Coordination Center."To help coordinate Michigan’s response to the hepatitis A outbreak, we are opening the Community Health Emergency Coordination Center to assist the multiple local public health jurisdictions involved in the response and prevention of further cases," said MDHHS Director Nick Lyon.The emergency coordination center will provide support to health departments, hospitals, EMS and other health care providers.Health care providers are asked to encourage hepatitis A vaccination."We know that the hepatitis A vaccine is more than 90 percent effective in protecting someone who may be exposed to hepatitis A," said Dr. Eden Wells, Chief Medical Executive with the MDHHS. "Without a single source associated with these cases, the importance of vaccination and proper hygiene is vital to ensuring we stop the person-to-person spread of hepatitis A." There have been 457 confirmed cases of hepatitis A since August 1, 2016. This number includes 18 fatalities associated with the outbreak and affected a number of cities; City of Detroit, Huron, Ingham, Lapeer, Livingston, Macomb, Monroe, Oakland, Sanilac, St. Clair, Washtenaw, and Wayne Counties reported to MDHHS.Hepatitis A is an infection of the liver caused by a virus and is a vaccine-preventable disease.Symptoms may appear from two to six weeks after exposure, with the average time being about one month. They include sudden abdominal pain, fatigue, diarrhea, nausea, headache, dark urine, and vomiting followed by yellowing of the skin and eyes.To reduce the risk of contracting Hepatitis A, health officials recommend the following points of emphasis:*Wash hands frequently, especially after using the bathroom, changing diapers, and before preparing and eating food.*Clean and disinfect all surface areas if someone in the household or workplace has symptoms., especially areas such as toilets. sinks, trashcans, doorknobs and faucet handles.*Do not prepare food if you have symptoms and refrain from food preparation for at least three days after symptoms have ended, or two weeks after onset of clinical symptoms, whichever is longer.*Get the Hepatitis A vaccine. 2428

DELAWARE COUNTY, Ind. -- A substitute bus driver in Lebanon, Indiana was fired last week after the district said she pulled over on the side of the interstate and allowed two strangers onto the bus to scold a child. The incident happened last Wednesday, on I-65 after a student was reportedly making lewd actions toward drivers. A driver then flagged down the bus and the bus driver allowed two people on to scold the student. The two people then got off the bus and back to their vehicles. The Superintendent of Lebanon Community Schools, Dr. Robert Taylor, calls the situation "unacceptable."The bus driver, who has not been named, was immediately fired.Dr. Taylor said she violated every protocol and procedure they have in place. "It's a matter of picking up the radio and instantaneously contacting somebody that could provide help," said Dr. Taylor. It’s also where people can now meet big fines and possible jail time for not covering their faces.“I feel like my freedoms have been taken away and that I should have a choice,” said Kindra, a woman visiting this San Diego County beach town from Gilbert, Arizona.Others seem split on the city’s recent decision to spend ,000 from its COVID-19 relief fund to have sheriff’s deputies enforce mask wearing rules.“Spending money that we don’t have to create another enforcement just feels like a blatant misuse of government funds,” said commercial real estate investor David Thomas.“You have to adopt a cooperative attitude; we’re all in it together,” said Del Mar local Andrea Walters. “Would it kill you not to wear a mask? No!”The city also spent ,000 adding signs reminding people to wear masks.“To people who feel like their rights are being tread upon, I wish they would look at this in a different frame,” said Del Mar mayor Ellie Haviland.Haviland says this extra enforcement is not a scare tactic but rather a way to be as proactive as possible to help get this pandemic under control.“It has been shown in other communities around the world that enforcement is one of the key elements of getting the compliance needed in order to get people wearing masks and social distancing,” she said.Haviland added that anyone not wearing a mask and is less than 6 feet away from someone that’s not considered a household member is violating local health codes which could result in a ,000 fine and up to 90 days in jail.“I don’t think you can ever look for that to happen unless there’s something egregious,” said Del Mar-based lawyer Bing Bush, Jr. “It’s just a matter of public safety.”While Bush Jr. believes most people don’t have to worry about getting fined or going to jail for not wearing a mask, he says there is a lawful hierarchy across the county where cities are required to do at least the bare minimum when it comes to enforcing state and county health requirements.“I think where it gets kind of tough is where again you butt up against individual rights,” he said. “Folks aren’t quite used to having their so-called freedoms taken away for the public good and it’s a challenge.”It's a challenge city leaders say is based on facts and science not politics or individual beliefs.“This is strictly about what are we seeing working in other places and what are the health experts recommending that we do,” Haviland said.This added enforcement is a four-month program that runs through November. City leaders will then look at the results and decide what’s next. 2639
