SAN DIEGO (CNS) - A bill that would keep court hearings related to the release of Sexually Violent Predators open to the public was unveiled Tuesday by a state senator who worked with the San Diego County District Attorney's Office to craft the legislation.SB 1023, dubbed the Sexually Violent Predator Act, would prohibit proceedings related to Sexually Violent Predators -- or SVPs -- from being held behind closed doors, particularly when the hearings involve potentially releasing the offenders to a conditional housing program in the community.Recently, hearings regarding the proposed release and placement of SVP Alvin Ray Quarles, 57, otherwise known as the "Bolder-Than-Most" rapist, were held behind closed doors in San Diego County Superior Court.Judge David Gill kept the hearings under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports.The closed-door nature of the hearings drew protests from victims' advocates, include two of Quarles' victims, Mary Taylor and Cynthia Medina.Sen. Patricia Bates, R-Laguna Niguel, who authored SB 1023, issued a joint statement with San Diego County District Attorney Summer Stephan, saying SVP hearings should be held in open court "unless compelling and extraordinary circumstances justify closing the courtroom to the public.""District Attorney Summer Stephan and I believe that court hearings for sexually violent predators should be open to the public unless a judge can provide a compelling reason," Bates said. SAN DIEGO (CNS) - A 44-year-old pedestrian was hit by a car and seriously injured in Mission Valley Saturday, police said.The unidentified man was walking in a crosswalk at about 5 a.m. on 2300 Camino Del Rio North when a 57-year-old driver of a Ford Explorer traveling northbound on Qualcomm Way turned eastbound and the vehicle hit the pedestrian.The man walking in the crosswalk suffered a possible skull fracture, several facial fractures and internal injuries. SAN DIEGO (CNS) - A 22-year-old motorcyclist was hospitalized in critical condition this morning with injuries he sustained in a crash with a Toyota Rav4 in Mira Mesa.The man was riding northbound on Camino Ruiz at Marauder Way at 10:30 p.m. Friday when he broadsided the Rav4, according to Officer Robert Heims of the San Diego Police Department, who added one driver ran a red light, but it was unclear which one.The motorcyclist sustained multiple fractures and was taken to a hospital in critical condition, Heims said.The driver of the Toyota was not hurt. 569

SAN DIEGO (CNS) - A 52-year-old man was struck and gravely injured Sunday in a San Diego trailer park, and the motorist who hit him in a stolen Hummer was arrested.The incident began just after 11:10 a.m. when the San Diego police received a call from Chula Vista police who were involved in the pursuit of the stolen Hummer, SDPD Lt. Andra Brown said.The Hummer was snatched from a RoadOne impound yard in Chula Vista, SDPD Lt. Bryan Brecht told the media.The vehicle initially crashed at a gas station at 1400 Melrose Ave. in Chula Vista, but continued evading police south on Interstate 5, exiting into a trailer park at 1600 Palm Ave., Brown said.Officers tried to stop the driver but he sped away and hit the pedestrian, Brown said. It appeared the collision was intentional, Brown added.The 44-year-old driver was eventually taken into custody with help from a K-9 dog deployed to stop him, Brown said. The driver was taken to a hospital for treatment of minor injuries before being taken into custody.
