SAN DIEGO (CNS) - Some people making emergency calls to the San Diego County Sheriff's Department on Verizon phones experienced problems connecting with dispatchers for part of the day Tuesday.It was not immediately clear what was preventing 911 operators from hearing certain -- but not all -- calls made on the Verizon network, sheriff's public-affairs Lt. SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. SAN DIEGO (CNS) - San Diego County health officials have reported 2,490 new COVID-19 infections and 14 new deaths, marking 104,958 total cases and 1,151 total deaths.Saturday marked the fourth consecutive day that more than 2,000 new cases were reported, with 2,867 cases -- a record -- reported Friday, 2,050 reported Thursday and 2,104 Wednesday. It is also the 12th day with more than 1,000 new cases. It is just the sixth time the daily cases have crossed 2,000 -- all of which have come in the past week.Of 27,599 tests reported Saturday, 9% returned positive.The number of hospitalizations continued to rise, with 38 people hospitalized and four patients put in intensive care units. The COVID-19- related hospitalizations increased to 965 -- 249 in ICUs. Since the pandemic began, 5,064 or 4.9% of cases have been hospitalized due to coronavirus, 1,098, or 1.1% have been sent to the ICU.The county's hospitals have 16% of their ICU beds available, down from 21% Thursday. SAN DIEGO (CNS) - San Diego County public health officials have reported 352 new COVID-19 cases and no new fatalities, raising the region's total to 57,102 cases with deaths remaining at 891.Of the 12,879 tests reported Saturday, 3% returned positive with 239 people hospitalized.The county avoided the state's purple tier, the most restrictive, for yet another week on Tuesday, remaining in the less restrictive red tier of the state's four-tiered coronavirus monitoring system.The county's adjusted case rate dropped to 6.5 new daily COVID-19 cases per 100,000 population.According to the California Department of Public Health, the county's unadjusted case rate is 7.4 per 100,000 -- enough to be in the purple tier, which has a floor of 7 per 100,000. However, the high volume of tests the county is able to perform daily allows for an adjustment from the state. SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275
