BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.

BEIJING, Sept. 2 (Xinhuanet) -- Firefighters who worked in the wreckage of the World Trade Center in 2001 were 19 percent more likely to develop cancer than those who were not there, according to a study.The study, published Thursday in the British medical journal The Lancet, surveyed cancer occurrence in nearly 10,000 male firefighters in the seven years after Sept. 11, 2001. (There were too few women to create a meaningful sample size.)The 9/11 attacks occurred on Tuesday, Sept. 11, 2001. As a result, the World Trade Center collapsed, and nearly 3,000 Americans killed. Among the 2,753 victims killed in the World Trade Center were 343 firefighters.There were 263 cancer cases in the exposed population, showing a cancer rate 19 percent higher than that of the group not exposed.The study indicated that cancers like melanoma, non-Hodgkin’s lymphoma, thyroid and prostate cancer occurred more frequently among exposed firefighters than in the general population. But occurrences of lung cancer did not increase.The findings “provide information that there may be a significant cancer risk for these people”, said Dr. James Melius, the administrator of the New York State Laborers’ Health and Safety Trust Fund and one of the peer reviewers of the study.But the results were far from conclusive. “This is not an epidemic,” said Dr. David J. Prezant, a lead researcher and the chief medical officer for the New York Fire Department.

LOS ANGELES, June 10 (Xinhua) -- The Aquarius/SAC-D observatory, NASA's first ever satellite to study the saltiness of Earth's oceans, is in excellent health after its launch early Friday, initial telemetry reports showed.The observatory rocketed into space from Vandenberg Air Force Base in California atop a United Launch Alliance Delta II rocket at 7:20:13 a.m. PDT (10:20:13 a.m. EDT).Less than 57 minutes later, the observatory separated from the rocket's second stage and began activation procedures, establishing communications with ground controllers and unfurling its solar arrays, NASA's Jet Propulsion Laboratory (JPL) said.During the next 25 days, the Aquarius/SAC-D service platform will be tested and maneuvered into its final operational, near-polar orbit 408 miles (657 kilometers) above Earth. Science operations will begin after the observatory's instruments are checked out. This commissioning phase may last up to 65 days, JPL said.Aquarius will map the global open ocean once every seven days for at least three years with a resolution of 93 miles (150 kilometers). The maps will show how ocean surface salinity changes each month, season and year. Scientists expect to release preliminary salinity maps later this year."Aquarius is a critical component of our Earth sciences work, and part of the next generation of space-based instruments that will take our knowledge of our home planet to new heights," said NASA Deputy Administrator Lori Garver. "The innovative scientists and engineers who contributed to this mission are part of the talented team that will help America win the future and make a positive impact across the globe."Aquarius will measure salinity by sensing thermal microwave emissions from the water's surface with three microwave instruments called radiometers. When other environmental factors are equal, these emissions indicate the saltiness of surface water. A microwave radar scatterometer instrument will measure ocean waves that affect the precision of the salinity measurement.Because salinity levels in the open ocean vary by only about five parts per thousand, Aquarius will be able to detect changes as small as approximately two parts per 10,000, equivalent to about one-eighth of a teaspoon of salt in a gallon of water."Data from this mission will advance our understanding of the ocean and prediction of the global water cycle," said Michael Freilich, director of NASA's Earth Science Division in the Science Mission Directorate at agency headquarters in Washington. "This mission demonstrates the power of international collaboration and accurate spaceborne measurements for science and societal benefit. This would not be possible without the sustained cooperation of NASA, CONAE and our other partners."The Aquarius/SAC-D (Satellite de Aplicaciones Cientificas) observatory is a collaboration between NASA and Argentina's space agency, Comision Nacional de Actividades Espaciales (CONAE).Aquarius was built by NASA's JPL and the Goddard Space Flight Center in Greenbelt, Maryland. NASA's Launch Services Program at the Kennedy Space Center in Florida manages the launch.JPL will manage Aquarius through its commissioning phase and archive mission data. Goddard will manage Aquarius mission operations and process science data. CONAE is providing the SAC-D spacecraft, optical camera, thermal camera with Canada, microwave radiometer, sensors from various Argentine institutions and the mission operations center. BEIJING, Sept. 26 (Xinhuanet) -- Weather forecasts showed that Thursday or Friday might be suitable for launching the Tiangong-1 spacecraft, experts said.The unmanned spacecraft, part of China's first spacecraft rendezvous and docking mission, was set to blast off from the Jiuquan Satellite Launch Center in Northwest China at an appropriate time between Tuesday and Friday.But the latest weather forecast showed that Tuesday and Wednesday would not be suitable for a launch, Cui Jijun, chief commander of the mission's launch site system, was quoted by China National Radio as saying on Sunday.A precondition for launching is that the average wind speed at the launch site should not be faster than 10 meters a second. The upper-level wind, at 300 meters to 25,000 meters above the Earth, should be no faster than 70 meters a second.The 8.5-ton Tiangong-1 spacecraft and the Long March II-F rocket stand at the Jiuquan Satellite Launch Center on Sept 20. The spacecraft is set to blast off at an appropriate time between Tuesday and Friday.If the wind is too strong, the rising rocket carrier could wiggle and pose a danger, experts said."Everything is ready now except for the right weather," Cui said.On Sunday afternoon, all systems of the Tiangong-1 project went through a joint maneuver, he said. Before that, the 8.5-ton spacecraft, and the Long March II-F rocket that will carry it skyward, were positioned onto the launch pad last Tuesday.Engineers carried out checkups on the conditions of the rocket and the spacecraft, among many other tests in the past few days. All preparation work is done except for fuel loading, he said.Wang Xiaoqing, a publicity official at the launch site, said that the fuel loading usually begins one day before the launch. Once the fuel is loaded into the carrier vehicle, the launch becomes "irreversible".Tiangong-1, or Heavenly Palace 1, will serve as "a target spacecraft" for three rendezvous and docking experiments.The spacecraft rendezvous and docking missions are expected to pave the way for the building of a planned space station scheduled for 2020, previous reports said.Following Tiangong-1, an unmanned Shenzhou VIII spaceship will blast off from the Jiuquan Satellite Launch Center later this year.Lu Jinrong, chief engineer of the mission's launch site system, said that it is rare that two launches of China's manned space program are scheduled in half a year."In the past, the launch site carried out one launch a year, or even one every two to three years," he said."We are already in a high-frequency launch period."
