A toddler hanging from the roof after crawling out of his bedroom window managed to come away unscathed after falling into a passerby's arms.It's a situation that could have ended tragically if not for the quick actions of a good Samaritan.Police report Jill Harper happened to be driving by the 1300 block of Mills Street in Sandusky, Ohio and saw the toddler hanging from the edge of the roof. She ran over to help.According to the police report, the child fell into her arms, and she brought him inside."When I caught him I remember thinking, 'Oh my God, I caught him,'" said Harper."When I started pounding on the house, that's when he fell, and my hand was pounding.  So when he fell, he kind of came back and hit my arm, and then I caught him."Police said they did not notice any obvious bumps and bruises. The Sandusky Fire Department responded to the scene, looked him over and found no injuries.Kelsie Hellman, the boy's mother's cousin, signed a refusal form, not wanting him to be transported to the hospital, according to police.Sandusky police said the boy is currently in the custody of Summit County Children Services. Hellman told police she is trying to gain custody of the boy, whom she has looked after since he was 3 months old.How did he get out there? Hellman told police she was using the bathroom when the incident happened. She said the boy must have gone around the baby gate she put at the bottom of her stairs, allowing him to get up to his room where the window was left slightly open. The boy then apparently slid through the window, which opens onto the roof.Meanwhile, Sandusky Police Detective Kevin Youskievicz told Scripps station WEWS in Cleveland, he believes the child could have suffered serious injuries if Harper hadn't acted quickly."I can only describe her as a hero, she's a hero," Youskievicz said."Everyone says we need heroes, she is one,"According to the report, Hellman said her husband was fixing the window so the boy could not crawl out of it again. 2079

A migrant rescue ship has docked in Malta after being stranded for days in the Mediterranean amid a diplomatic dispute over which country should accept the 141 migrants on board.The migrants, including two pregnant women and 67 unaccompanied minors, disembarked from the Aquarius Wednesday at Senglea, a port city in Malta. They will soon be sent to locations in France, Germany, Luxembourg, Spain and Portugal, which have agreed to take them.The mood on board was jubilant as the ship neared the port, according to video tweeted by charity Doctors without Borders (MSF). A pharmacist was arrested for allegedly luring an Indiana woman to his Colorado home and then drugging and sexually assaulting her multiple times, according to a release from the Teller County Sheriff’s Office. And investigators believe there are more victims who have yet to come forward.Brent Stein, 46, was a pharmacist with Mountain Key Pharmacy in Florissant, Colorado, about 2 hours southwest of Denver. His pharmacy license was suspended this week as he was booked on three counts of sexual assault, but has since bonded out of the Teller County Detention Facility.The investigation into the allegations against Stein began on June 18, when Teller County detectives received information there was a sexual assault victim at a hospital in Colorado Springs, the sheriff’s office said.The victim told investigators that she had met Stein on a dating website and that the suspect had made promises to heal her medical conditions and that he was a pharmacist, the Teller County release read.The victim traveled from Indiana to Stein’s home, and during her stay, she claims she was given un-prescribed medication by Stein, which resulted in her being incapacitated. Investigators allege the victim was sexually assaulted multiple times by Stein while the victim was under the influence of the unknown medication.Upon further investigation, other victims have come forward to report unwanted sexual conduct by Stein, the sheriff’s office said. Detectives believe there might be other victims and are asking anyone who knows anything about this case or may be an additional victim to come forward. A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said. "I just thought this is crazy.
