SAN DIEGO (KGTV) -- As San Diegans come to grips with the violence that unfolded in a Paradise Hills home, leaving a mother and her young boys dead, District Attorney Summer Stephan tells 10News it is a problem that San Diego is becoming too familiar with.“Domestic violence remains the number one killer of women in the United States and right here in San Diego,” said Stephan.She revealed the County of San Diego had 18 murders last year related to domestic violence.RELATED: Resources available to domestic violence victimsStephan said a third of those murders involved people who had active restraining orders.“We want victims to know that a restraining order is a piece of paper and that it alone is not going to protect the victim,” she said.According to Stephan, the first 72 hours after filing a restraining order are the most vulnerable for retaliation and victims need to have a plan in place.RELATED: Document details chilling text messages sent to woman killed in Paradise Hills murder-suicide“In the first 72 hours after somebody obtains a restraining order the risk is heightened,” she said. “There is almost an escalation of risk.”One important piece of advice for victims after filing a restraining order, is to leave the home the offender knows of.“What we say is for a victim to get a restraining order, but only after there has been a safety plan and there has been a threat assessment by professionals.”Across the county, there are a number of resources available to help put a plan together.“There's a family justice center run by the City Attorney Mara Elliott, there's a center for community solutions with a 24 hour number,” she said.More resources are also listed on the DA’s website https://www.sdcda.org/helping/domestic-violence.html 1769

SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla says he's tested positive for COVID-19.Padilla, who represents Chula Vista's District 3, made the announcement in video Saturday that was published on his Facebook page."After recently experiencing symptoms, I was diagnosed as being positive for the COVID-19 virus, also known as the coronavirus," he said.Padilla appeared in good spirits as he told viewers that he was doing "very well" and "feeling well."In a follow up statement, he described having a fever, body aches, headaches, chills, that "came on very rapidly." He noted he had come into contact with friends, colleagues, and the public over the last week."I’m in close coordination with County Public Health officials who are taking all precautions to ensure the health of people I’ve been in contact with," he said.He was recently in Santa Cruz County where he was conducting a hearing as California Coastal Commissioner."I want to remind everyone to keep a safe distance, wash hands, and look out for the elderly most at risk," he said.Padilla has previously served as Mayor of Chula Vista from 2002-2006, and is a former officer and detective with the Chula Vista Police Department. SAN DIEGO (KGTV) -- Crews quickly put out a brush fire that erupted near Interstate 15 in the Rainbow area of north San Diego County.The fire was reported in an area off I-15, near Old Hwy 395 and Rainbow Valley Boulevard, just after 1:30 p.m. Monday, according to the California Highway Patrol.According to Cal Fire San Diego, the fire burned at least one acre with a moderate rate of spread. By 2:15 p.m., crews were able to douse the blaze before it spread any further.The cause of the fire is under investigation. 525

SAN DIEGO (KGTV) — California's regional stay-at-home orders will go into effect in San Diego County on Sunday after the Southern California region fell below the 15% ICU threshold that triggers the restrictions.The state Department of Public Health announced the Southern California region, which includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, fell to 13.1% ICU capacity on Friday. That number dropped to 12.5% on Saturday.The restrictions will begin for a region at 11:59 p.m. on Sunday, according to the state. The region will be allowed to exit the order and return to previous reopening restrictions on Dec. 28 if ICU capacity projections for the following month are above or equal to 15%.RELATED: San Diego hospitals react to Newsom’s regional stay-at-home orderUnder the regional stay-at-home order, restrictions will last for three weeks and ban gatherings of people from different households.
