LANZHOU, Aug. 24 (Xinhua) -- China plans to spend 2.23 billion yuan (328 million U.S. dollars) to improve disaster prevention systems in a mountainous northwest China town devastated by a landslide earlier this month, local officials said Tuesday. The planned multi-billion yuan project to prevent further geological disasters in Zhouqu County, south of Gansu Province, had passed reviews by experts from the Ministry of Land and Resources, said Guo Yuhu, vice-director of the provincial land and resources department. The plan is scheduled to be carried out in three phases from 2010 to 2012, Guo said.Guo noted that the project includes improving disaster warning systems, drawing up emergency resettlement plans, conducting a thorough study of the geological disaster hazards, and setting up a capable monitoring network.A late-night avalanche of mud and rocks roared down the mountain slopes in the county seat of Zhouqu on Aug. 8, burying villages and blocking the Bailong River, a major regional river. At least 1,447 people were killed and 318 remain missing, according to the latest government information. The mudslide left a thick layer of sludge, about 5 kilometer long and 500 meters wide, in the center of the town. Many bodies are believed to be buried in the mud, but authorities banned their recovery on Sunday due to concerns over public health.

MUMBAI, July 9 (Xinhua) -- Chinese telecom device vendors expressed their anxiety and confusion while waiting for the release of official telecom security norms with Indian government to re-gain access to the emerging market, according sources from Chinese telecom gear makers."We're now in a position of waiting and perplexity and keep active change of ideas with India telecom operators and governmental departments with the hope of swift resolution of delayed orders," said a source with China-based telecom device producer ZET Corporation on Thursday.Chinese telecom gear manufactures are worried to get a lower hand in competition with western rivals if Indian government couldn't allow their access in the first around of 3G telecom device purchase.Indian telecom operators are expected to roll out their 3G services prior to September with the auction of 3G spectrum ended on May 19."The documents on Indian telecom security norms have swelled from several pages to more than 40 pages in the process of negotiation among stakeholders,"said an official with Huawei Technologies. It's reported earlier that Indian high-level officials have allowed the access of Chinese telecom gear vendors if they obtain certificate from the third-party organization in addition to about 11 million U.S. dollars of deposit by Indian telecom operators with the government.
BEIJING, Aug. 15 (Xinhua) -- Beijing launched a one-month household registration survey on Sunday in preparation for the once-a-decade census of China, the world's most populous country, which begins in November.A total of 100,000 uniformed census takers will go door-to-door in Beijing from Aug. 15 to Sept. 15, along with policemen, to check each household's current residential information, said a spokesman with the sixth national population census' Beijing office.Foreigners and residents of Hong Kong, Macau and Taiwan will also be surveyed for the first time, except those on short-term business or sightseeing trips, according to a census regulation jointly issued by the State Council and the National Bureau of Statistics in May."This is because the upcoming national census seeks to survey 'every natural person' in China and Chinese citizens who live abroad but have not obtained long-term living permits," said Su Hui, director of the office. The survey aims to count the total number of Beijing residents and to correct false household registration information and provide accurate information for the sixth national census, he said.Experts say that many households do not unregister their deceased family members so they might continue collecting social insurance funds from the government. Also, some children born in violation of the country's "one child" policy were also not registered. All information collected in this survey will be kept confidential, and will not be used for other purposes, Su added.Since the founding of the People's Republic in 1949, China has conducted national population censuses in 1953,1964,1982,1990 and 2000.The last census, a decade ago, set China's population at 1.29533 billion people.
BEIJING, Aug. 23 (Xinhua) -- The value of the gross output of China's auto industry surged 49 percent year on year to 2.086 trillion yuan (308 billion U.S. dollars) in the first half of the year, officials at the Ministry of Industry and Information Technology (MIIT) said Monday. At the same time, total export and import volume jumped 84 percent year on year to 50.66 billion U.S. dollars, according to a MIIT statement posted on its Web site. From January to July, China's auto output and sales both exceeded 10 million units. In July, China's auto output stood at 1.29 million units, up 16 percent year on year, while sales stood at 1.24 million units, up 15 percent year on year, MIIT said. Also, the Chinese government decided in June to extend an auto replacement subsidy program by six months until Dec.31 this year.Begun in June of 2009, the subsidy aims to help get highly polluting vehicles off the road while stimulating automobile consumption.Under the program, consumers who trade-in their used small-and medium-sized trucks and some mid-sized passenger vehicles for a new one are eligible to receive a subsidy of 3,000 to 6,000 yuan.By the end of May, the Chinese government had handed out 1.7 billion yuan in subsidies for 127,000 trade-in vehicles. The subsidy program has boosted domestic automobile spending by 15 billion yuan, according to officials at China's Ministry of Commerce.
