CHULA VISTA, Calif. (KGTV) -- A Hazmat crew was called to a propane leak at a home in Chula Vista Tuesday night. Crews at the scene tell 10News that a food truck parked in the driveway of the home was leaking propane. Initially the plan was to jack the truck so crews could access, but they were unable to do so. They're now planning to safely light off the propane until it burns off. At this time one home has been evacuated, others may be evacuated soon. *This is a developing story. 10News will continue to update as details become available. 595
CHULA VISTA, Calif. (KGTV) — The Sweetwater Union High School District will allow almost 300 employees to retire early, to balance a budget tens of millions of dollars in the red. "It was in our best interest to work with the district,” President Gene Chavira of the Sweetwater Education Association said. The teachers’ union president said this is part of the district’s "Budget Solutions Plan." They first added two furlough days to all staff this school year. In November, the Board of Trustees also agreed to offer employees who are 50 years or older and have worked for the district for at least 10 years, the option to resign then retire from the district. Eligible staff members were given two options for bonuses: Leave at the end of the year (December 2018) to receive 85 percent of their annual salary, spread over a given number of years; or leave at the end of the school year (June 2019) to receive 60 percent of their annual salary, spread over a given number of years. At the last union election, Chavira said 87 percent of the union members voted for the district’s plan.By Wednesday’s deadline, nearly 300 employees signed up for the early retirement package. One hundred forty-four are teachers, and the rest are either school staff or management. Of the 144 teachers, 94 of them have chosen to leave in December 2018. While some voiced the concern of teachers leaving in the middle of the school year, Chavira said the district employs many capable teachers who are qualified.“If one your teachers was the teacher that left, then someone else is going to take it. And in most cases, it's someone that's already there, who will assume those classes,” Chavira said. While the hope is the change from a seasoned to a potentially less-experienced teacher in the middle of the school year will not affect student success, the district said the finances made sense. According to the current salary schedule, veteran teachers get paid as much as 8,000 a year, compared to new hires at ,000. "In the long run, it's a savings,” Chavira said. Sweetwater Union High School District spokesman Manny Rubio said with this early retirement plan in place, the district will see significant cost-savings. Because of that, there will be no layoffs for current new teachers. 2288

Chinese film star Fan Bingbing has appeared in public for the first time since she vanished without a trace three months ago, sparking rumors that she had been disappeared by the Chinese Communist Party. In a video posted by Baidu News and shared on Weibo, Fan was shown leaving Beijing Capital International Airport on Monday night, wearing dark glasses to hide her face and followed by a man with a large black umbrella.Despite her attempts to slip in under the radar, the 37-year-old actress was caught on camera by paparazzi photographers.CNN has not been able to independently confirm the veracity of the photos.Fan is among China's best known film stars, commanding million-dollar contracts for her performances in dozens of Chinese productions. She has also appeared in large international film franchises such as X-Men.But after allegations of tax avoidance by Fan were aired on Chinese social media in June, the high-profile actress disappeared from public life without a statement or explanation.Experts speculated she had been put into detention by the Chinese government while the tax allegations against her were investigated, a worrying development given her huge public profile and international standing."That China feels so emboldened to disappear even one of its most famous actresses ... should be a real wake up call that anyone within China could be next," human rights advocate Michael Caster wrote for CNN in September. On October 2, the Chinese government announced Fan had been fined for tax evasion, using multiple contracts to hide large secret additional salaries for her performances.Fan had to pay 0 million, according to the government, which included million in late taxes and fees. Because she was a first time offender, the government said there would be no criminal charges filed. 1858
CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening. The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states. The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670
