SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) - A man charged with murder and arson for allegedly setting a fire that killed his parents and sister at the family's Logan Heights home had previously made statements about burning the house down and set fires around the home on several prior occasions, according to preliminary hearing testimony today.Wilber Romero, 27, is accused of setting the Oct. 13, 2019, blaze that sparked at around 4:30 a.m. and killed the defendant's father, Jose Antonio Romero, 44; his mother, Nicalasa ``Nico'' Maya-Romero, 46, and his sister, Iris Romero, 21.The defendant's father was found dead inside the home at 3114 Clay Ave., while his mother and sister died at a hospital. Romero's then-24-year-old sister, Wendy, and his then-17-year-old brother, Angel, were injured in the fire. Bystanders pulled Wendy out of the home, while Angel escaped through a window.The preliminary hearing will determine whether Romero will stand trial for charges that could have him facing life imprisonment if convicted. The hearing will resume Thursday with additional testimony. Romero remains in custody without bail.Police witnesses testified Wednesday that the surviving family members told investigators that Wilber had a history of setting fire to portions of the home or objects surrounding the residence.Angel Romero told a San Diego police investigator that Wilber set fire to the house's roof a few weeks prior to the fatal blaze, and had set fires around the house on about a dozen prior occasions, according to Detective James Barrera of the San Diego Police Department. Angel also allegedly told Barrera that his brother had previously talked about ``burning the house down and burning everybody in it.''Wendy Romero told SDPD Detective Marco Perez that Wilber had previously set fire to plants and a trash can, and also burned his clothes in a barbecue on one occasion. During the blaze, Wendy said she saw Wilber outside the home running back and forth in the street yelling at her to open the door. She told Perez that she screamed for him to help her and he ``ignored her'' and ran down the street toward a nearby park.Prosecutors say that during the fire, Wilber Romero slipped out of a side door with the family dog and escaped the fire unharmed. He was detained near the scene.Detective Gary Phillips testified that a lighter was found on the defendant on Oct. 13, and that Romero was unscathed, without any burns or soot on his clothing or body. Romero was not booked into custody on suspicion of murder until Oct. 18.Prior to his arrest, Romero appeared in local television news interviews denying any involvement with the fire and stating he tried to save his family, but was forced to save himself.Regarding allegations of his involvement, he said in one interview, ``You can lock me up, but you're not going to take me in to say this, `I did it.' SAN DIEGO (CNS) - Authorities Tuesday were working to determine what led to the death of an inmate at the San Diego Central Jail. Deputies conducting a security check at the Front Street detention center found 26-year-old Ivan Ortiz of San Ysidro unconscious in his cell about 3:45 p.m. Monday, according to sheriff's officials. ``Deputies and medical staff performed lifesaving measures until paramedics arrived and transported Ortiz to the hospital,'' Lt. Michael Blevins said. Physicians pronounced Ortiz dead about 4 1/2 hours later. Ortiz had been arrested by San Diego police last June on suspicion of attempted murder, assault with a deadly weapon and felony vandalism. A criminal complaint alleges that he attacked two people last June 6 with a skateboard, and attempted to kill one of the victims, though specific details on the alleged attack were unavailable. He also faced two counts of assault with a deadly weapon -- a skateboard -- as well as three counts of felony vandalism regarding alleged incidents on May 10 and June 9, and a misdemeanor count of resisting arrest. At the time of his death, he was being housed alone in a psychiatric observation cell. The county Medical Examiner's Office will conduct an autopsy to determine the cause and manner of Ortiz's death. SAN DIEGO (CNS) - Eight residents and two pets were displaced Tuesday when a fire caused by electrical failure broke out in a Grantville apartment building, authorities said.The noninjury blaze was reported shortly after 5:35 a.m. at a two-story apartment building on Reflection Drive, in The Village Mission Valley apartment complex off Santo Road and Friars Road, according to the San Diego Fire-Rescue Department.Crews arrived to find smoke and flames coming from the roof of one apartment building, SDFRD spokeswoman Monica Munoz said, adding that all residents were able to escape safely before firefighters arrived.Firefighters knocked down the flames and kept the fire contained to an apartment on the second floor, Munoz said. A time of knockdown was not available.One other apartment on the second floor and one apartment on the first floor sustained smoke and water damage, she said.
