VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. WASHINGTON — The Supreme Court has agreed to review a court decision that the NCAA has said blurred “the line between student-athletes and professionals.” A lower court ruling removed caps on education-related money that certain football and basketball players can receive. The case will be argued before the Supreme Court in 2021 with a decision expected before the end of June. The NCAA contends that antitrust law allows its member schools to impose certain restrictions, like on athlete compensation, in an effort to promote competitive equity and have a product for dans that is distinct from professional sports, according to USA Today. The NCAA claims a change to this arrangement would have larger implications on professional level sports leagues. An appeals court panel in May upheld a lower court ruling barring the NCAA from capping education-related compensation and benefits for student-athletes in Division I football and basketball programs. Such benefits could include cash payments for academic performance. The lower court's ruling said the NCAA could still set limits on compensation not connected to education. The association has revealed proposed rule changes that would allow athletes to make money from their names, images and likeness. Those proposed changes are set to be voted on in January. VISTA, Calif. (KGTV) -- A famous horse jockey known for winning the Kentucky Derby as well as races in Del Mar has been charged with domestic violence. Patrick Valenzuela was charged Wednesday with domestic violence and several other related charges. In October of 2018, Valenzuela pleaded guilty to a separate domestic abuse charge, admitting to hitting his girlfriend at a restaurant in Carlsbad. Prosecutors added that he grabbed his girlfriend’s cellphone and hit her face. They also said he chased her to her car and beat on her window and that she was scared to let him into the vehicle. After pleading guilty, Valenzuela was given three years probation and ordered to a domestic violence recovery program. Valenzuela is scheduled back in court on March 22. 926
