SAN DIEGO (KGTV) -- There is a new effort to bring more customers to restaurants struggling in downtown San Diego due to the coronavirus pandemic.Beginning at 12 p.m. Tuesday, 700 discounted gift cards will go on sale for 40 downtown restaurants, stores, and coffee shops. Patrons can pay for the card but will get a value in what will be called the "Downtown Loyalty" program.The extra per card is being added by the City Center Business District and local philanthropic groups.Sarah Brothers with the Downtown San Diego Partnership said this will help make up some of the restaurants lost revenue. "The sale of the gift cards would bring in close to ,000 which is badly needed," Brothers said.Some of the businesses participating in the program include Blue Bottle Coffee, Cowboy Star, Fogo de Chao, Searsucker, Tajima, and barleymash.For more information on how to purchase the gift cards can be found on the Downtown Loyalty program's website Downtown Loyalty Program. 995

SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened. SAN DIEGO (KGTV) -- The San Diego Zoo and San Diego Zoo Safari Park are scheduled to reopen to the public on June 20.The Saturday, June 20, opening ends the first major closure in San Diego Zoo Global’s 103-year history.The Zoo and Safari Park were closed in mid-March amid the coronavirus pandemic.Officials noted that health and safety measures that comply with local and state guidelines would be in place at both the Zoo and Safari Park.Some of the modifications at the parks include:face coverings required for all guests over 2 years of agepracticing social distancinglimited dining and shopping, overall reduced park hoursreduction of guests in the parks (operating at limited capacity)limited guest parkingmembers and guests will not be allowed to leave the parks and re-enter on the same dayone-way path adjustments and barriers to help guests navigate safelyincreased number of hand-washing and sanitizing locationsrobust cleaning routineVisitors will be asked health questions upon entry.The following will not be available during the parks’ initial reopening phase: the Zoo’s Guided Bus Tour, Kangaroo Bus and Skyfari Aerial Tram, and the Safari Park’s Africa Tram.Other activities that traditionally include larger numbers of guests -- including some shows, tours and Safari experiences -- will also be temporarily unavailable.Paul Baribault, president/CEO for San Diego Zoo Global, said in a statement, “As the San Diego Zoo and the San Diego Zoo Safari Park reopen to guests, it’s true that we will be faced with a new normal. SAN DIEGO (KGTV) - The Tierrasanta woman whose toddler died after being discovered in a car was arrested Thursday, San Diego Police said. Police said they waited this long to make the arrest to build evidence for a trial.Twenty-month-old Scarlett was found unresponsive outside the home at 10304 Leary St. on Aug. 5. Paramedics tried to resuscitate the child but were unsuccessful. Police said the girl’s mother, Pricilla Marquez Harris, called them at 12:45 p.m. that day to say she could not find her daughter. Harris later called back to say the girl was in her Nissan Altima and not breathing. RELATED: San Diego police: Child found inside parked vehicle in Tierrasanta dies Two days after the girl died, Harris’ cousin and the cousin’s boyfriend suffered possible drug overdoses at the Tierrasanta home. Harris was taken to a hospital for a psychiatric evaluation the same day, officials confirmed to 10News.Harris is charged with child endangerment, inflicting great bodily injury on a child under the age of five years, and personal infliction likely to produce great bodily injury or the death of a child.
