SAN DEIGO (KGTV) - A family in City Heights is going to save about 90% on their electric bill thanks to the non-profit GRID Alternatives. The organization installed free solar on their roof for Mother's Day. Erika Rodriguez is a single mother of three and she told 10News she would not have been able to afford solar without the program. She'll own the panels as long as she lives at the house. If she moves, the panel stays. The construction team doing the work is a team of all women volunteers. GRID Alternatives is also hoping to get more women into solar-related jobs. Currently, women only make up 27% of solar jobs.  661

SAN DIEGO (CNS) - A 77-year-old pedestrian was seriously injured this afternoon by being struck by a car that was involved in a collision with another vehicle in La Jolla.The collision occurred at the intersection of La Jolla Boulevard and Nautilus Street, according to Officer Robert Heims of the San Diego Police Department.A 76-year-old man drove his Toyota Prius into the intersection during a red light and broadsided a Ford F150, which was driven by a 63-year-old man and had entered the intersection on a green light, Heims said.The Ford rotated and struck the pedestrian on the southwest corner of Nautilus Street and La Jolla Boulevard, according to Heims.The pedestrian sustained a Tibia/Fibula fracture in his left leg and other serious injuries, Heims said. The Toyota's driver sustained a minor cut on his face, and the Ford's driver was not injured.The San Diego Police Department's Traffic Division is investigating the crash, but drugs or alcohol is not suspected, according to Heims. 1008

SALT LAKE CITY, Utah — South Salt Lake Police officers pitched in to replace a woman's American flag after they say she used it to fight off a home intruder on Monday.According to the department, 42-year-old Justin Scott Smith attempted to break into the woman's home shortly before 9 a.m.Police say when the suspect entered the front yard through the gate and assaulted multiple people, the woman grabbed the flag pole with the flag attached to defend herself and her family members. They say she hit the suspect multiple times, breaking the pole in the process, and the victims retreated into the home.Smith kicked the door in and continued to assault everyone inside, police say, before officers arrived and took him into custody.He was arrested on suspicion of assault, aggravated assault, aggravated burglary, and criminal mischief.After the incident, police say the woman was worried about desecrating the flag because the pole had broken and the flag had hit the ground, so officers took up a collection to replace it. SAN DIEGO (CNS) - A bill that would keep court hearings related to the release of Sexually Violent Predators open to the public was unveiled Tuesday by a state senator who worked with the San Diego County District Attorney's Office to craft the legislation.SB 1023, dubbed the Sexually Violent Predator Act, would prohibit proceedings related to Sexually Violent Predators -- or SVPs -- from being held behind closed doors, particularly when the hearings involve potentially releasing the offenders to a conditional housing program in the community.Recently, hearings regarding the proposed release and placement of SVP Alvin Ray Quarles, 57, otherwise known as the "Bolder-Than-Most" rapist, were held behind closed doors in San Diego County Superior Court.Judge David Gill kept the hearings under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports.The closed-door nature of the hearings drew protests from victims' advocates, include two of Quarles' victims, Mary Taylor and Cynthia Medina.Sen. Patricia Bates, R-Laguna Niguel, who authored SB 1023, issued a joint statement with San Diego County District Attorney Summer Stephan, saying SVP hearings should be held in open court "unless compelling and extraordinary circumstances justify closing the courtroom to the public.""District Attorney Summer Stephan and I believe that court hearings for sexually violent predators should be open to the public unless a judge can provide a compelling reason," Bates said. "Victims, their families, and the public have a legitimate interest in witnessing hearings through which a predator might be released."Gill ruled last year that Quarles should be released to a conditional housing program, though that decision is currently being appealed by the District Attorney's Office.Quarles, who was previously sentenced to 50 years in prison for committing more than a dozen sexual assaults in the mid-to-late 1980s, was slated to be housed at a residence in Jacumba Hot Springs, but that agreement fell through."This important legislation supports the principles of democracy and transparency in our justice system by making sure court hearings for sexually violent predators are open to the public," Stephan said. "As District Attorney, I hear the pain from victims who've been terrorized by a sexual predator but are left in the dark and not able to learn pertinent information guaranteed to them by our open courts system."The bill is awaiting referral to a Senate policy committee, Bates' staff said. 2544
