SAN DIEGO (KGTV) -- Hospital leaders across San Diego County say they support Gov. Gavin Newsom's new regional stay-at-home order, which uses ICU bed capacity as the metric to impose stricter restrictions because of COVID-19."We're tight now. This is a serious situation, and we need everybody's help," said Scripps Health CEO Chris Van Gorder.Under the new order, if a region ever has less than 15% of its ICU beds available, the state would put an "emergency brake" in place, imposing more restrictions on businesses and activities.Van Gorder said several San Diego hospital leaders spoke with state health officials this week about the order and agreed the ICU metric was as good as any number to measure the severity of the pandemic. He said running out of ICU beds would devastate the hospital system, impacting anyone who needs critical care, not just COVID-19 patients."To be really blunt about it, people could die if we don't have the right equipment, beds and trained personnel to be able to take care of them when they have their emergency," Van Gorder said.A spokesperson from Sharp HealthCare echoed those sentiments, sending this statement to ABC 10News: "We want people to stay healthy and out of the hospital for COVID-19 by following safe practices so that ICU beds are available for patients who've been in serious accidents, cannot breathe on their own or had invasive surgeries."Van Gorder said grouping counties into regions make sense because many of them already fall under mutual aid agreements to help each other out."Imperial County is a classic example," he said. "Their hospitals back in July filled up very quickly, and San Diego was a lifeboat ... When you look at the broader region, there's a lot of hospitals within those regions, there may be some hospitals that aren't as impacted as other some other hospitals, so they're available and they're expected to take patients."According to state numbers, the Southern California region -- which San Diego County is a part of -- currently has 20.6% of their ICU beds available. Experts warn it could fall below the 15% within the coming week.Hospital leaders say San Diegans can help by wearing masks, social distancing and following other health and safety guidelines. 2255

SAN DIEGO (KGTV) -- Evidence left at a hit-and-run crash scene in Valencia Park could help police track down the driver responsible for the wreckage. At around 10:30 p.m. Sunday, San Diego police were called to a crash reported at Castana Street and San Jacinto Drive involving a fire hydrant.Officers arrived to find a sheared hydrant with a geyser spewing water about 50 feet in the air. While the vehicle in the crash was gone when officers got the scene, police found a bumper with a license plate that could help in the investigation. 545

SAN DIEGO (KGTV) -- Dozens of San Diegans are calling on the City Council to take action after they say a decision to let people live in their cars is creating homeless camps in their neighborhoods. Sarah Bonesteel has lived in the Pacific Beach area for 20 years. “It’s ruining the neighborhoods,” Bonesteel. Lately, she says camps of people living in their vehicles are destroying the lifestyle for people who live in the area. “It can be 5 or 6 of them all together on a block. I pay a lot to live here by the beach, and it’s ruining the environment.”It’s been about a month since San Diego’s City Council voted to repeal a decades-old ordinance that prohibited people from living in vehicles on city streets. Now, it’s legal again and some residents aren’t happy about it. “There’s pedophiles close to the schools, we can’t take kids to the library anymore. A lot of people drink and do drugs in their vehicles,” Bonesteel continued. RELATED: City of San Diego allows homeless to live in vehiclesAnd it’s not just the beach towns. Off the 94 near Webster, RVs and giant vans line the street, one even equipped with a satellite dish. Frustrated San Diegans like Bonesteel have even created a coalition to try to fight the change. Residents have been sharing photos and stories, like one woman who says her kids witnessed people beating each other outside a van. Another man says teachers at a local preschool are extremely concerned. In Ocean Beach, one woman captured a photo of a dilapidated school bus. “We’re trying to compile information, pictures of it all, so that we have it documented.”Some people living in their RVs told 10News off camera that they don’t have any other options. But how far has the repeal gone? 10News found people on Airbnb trying to rent out vans with “an ocean view.”“We had joked about them maybe doing that, and then there’s been ads and it’s like holy crap, they’re actually going to rent it out,” Bonesteel said. “This is going too far.”Bonesteel has a message for San Diego’s City Council. “Please think about what you’ve done.”10News tried to reach out to councilmembers about the issue, but haven’t heard back. The coalition trying to fight the repeal says they want a sit-down with the council to go over the problems they’ve documented. 2288

SAN DIEGO (KGTV) – Doorbell cameras catch all kinds of things these days. Animals, package thieves. But one Poway camera caught something else that has some parents and teachers scratching their heads.Joanne Woodward, a 2nd-grade Poway Unified School District teacher, says a doorbell camera caught a school board member hanging election flyers on door handles. The problem? The flyers featured scathing "report cards" of members up for re-election containing false information. "My students would be shocked, all of the students at our school would be shocked to think that an adult, a role model at our school, would do something like this," Woodward said. The video was taken in the days leading up to the election. It shows Poway Unified school board member Kimberley Beatty and her husband, Edward, placing the door hangers on handles in Poway. The "report cards" claimed that the two members up for re-election had colluded with criminals, used taxpayer dollars for themselves, and wouldn't let students speak at meetings."Just appalling," Woodward added. There's the issue of who the flyer claims paid for the materials: "Citizens for Sound Governance." A group that — if it really existed — would more than likely have to formally file to be a committee because of how much money they spent."The intention there was to undermine our re-election," said T.J. Zane, PUSD's board president. Zane was one of the targets as well, but won his election and is now president."It's just inappropriate, it's conduct unbecoming of a board member," Zane said. Some parents and teachers, echoing that, have already started to demand Beatty step down.10News tried to talk to Beatty at her home, but she told 10News, "no comment."The California Fair Political Practices Commission said they're looking into whether Beatty and her husband violated part of the political reform act.Zane left shaking his head, saying, "it was sneaky, it was done stealthily." 2012
