SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. SAN DIEGO (KGTV)-- Reports show some people are so desperate to get the new COVID-19 vaccine that they are offering boutique physicians thousands of dollars to jump the line — but doctors say that is not an option.Money can certainly get you perks: personalized care, treatment, even at-home COVID tests."Concierge clients definitely get privileges," Dr. Donna Ni said. "They really don't want to go to the doctor's office. They want to be seen at home. So a lot of the outpatient services are actually delivered at the patient's home."Dr. Ni owns San Diego Concierge Medicine, a boutique private practice offering medical and aesthetic services. With another surge in COVID-19 cases and the new vaccine roll-out, she says her clients are getting curious."They ask, 'How can I make sure I have plasma antibodies? How can I make sure I get Remdesivir? Do I qualify for Regeneron?'" Dr. Ni said.Some reports show the rich and famous in Los Angeles are getting antsy, asking their concierge doctors to administer the vaccine now. Some are even offering thousands of dollars in donations to jump the line. But Dr. Ni says that is not possible."It is only to the hospitals, to the front lines, and none of my members are going to be able to get that," Ni said. "Pfizer is highly controlled by the government right now, so we just tell the clients to wait a little."What they are doing now is preparing and connecting clients who fall in the second tier to hospitals with the vaccine."We want to make sure that our clients are one of the first in the second tiers," Ni said.While there are no jumping tiers or skipping the line, Dr. Ni says concierge clients do get perks, a doctor personally advocating on their behalf to get care quickly."We are not trying to get them to a different priority group," Ni said. "We just want to make sure that when that priority group hits, they are eligible for care."The only people who are eligible to receive the first wave of COVID-19 vaccines are hospital and emergency staff, as well as people at long-term care facilities. SAN DIEGO, California — Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Road in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. The list was missing two and a half pages.Voters waited for voting officials to reprint another roster and deliver it to the polling place.Officials tried to ease the long line by calling the Registrar of Voters and getting approval for each person over the phone, a voter told KGTV television station.Voters also had the option of voting provisionally, but many of them declined, telling KGTV they wanted their votes to count. Provisional voting requires extra processing time to verify residences and identities.The San Diego Superior Court announced Monday it would have a judicial officer on hand to deal with any possible election-related issues, including registration, denial of registration of voters, certification or denial of certification of candidates or the certification or denial of certification of ballot measures.Voters were encouraged to contact the Registrar of Voters at 858-565-5800 with any concerns. 1337

The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965
