BEIJING, Dec. 26 (Xinhua) -- With a series of measures being adopted to curb price spikes, the Chinese government is confident of keeping prices at a reasonable level, Premier Wen Jiabao said Sunday morning."Inflation expectations are more dire than inflation itself," Wen said, urging people to remain confident and government agencies to act to stabilize prices.The premier made the remarks while answering a listener's question during a radio broadcast by China National Radio.The consumer price index (CPI), a main gauge of inflation, rose to a 28-month high of 5.1 percent year on year in November, according to government statistics.Food price rises contributed to 74 percent of the CPI growth for the month.Wen said the country had a good agricultural supply base which gave the government confidence that it could stabilize prices.In a bid to control inflation, the government has also increased the bank reserve requirement ratio six times and lifted interest rates twice this year, he added.Further, authorities have introduced a package of measures including cutting fees for transportation of agriculture products and intensifying the crackdown on food price speculation.The overall price level, especially of major consumer goods, has now begun to drop, Wen said.

BELGRADE, Nov. 23 (Xinhua) -- Celebrating 30 years of cooperation and fraternal relations between the capitals of Serbia and China, an art exhibit entitled "The Beauty of Beijing" was opened in the Old Palace in Belgrade on Tuesday.Belgrade Mayor Dragan Djilas extended a welcome to the visiting Beijing delegation, underscoring years of cooperation and cultural exchanges."For us the bridge we are going to build together is important, along with our cultural components which will complement our desire for Belgrade in 2020 to be the European 'cultural capital'," said Djilas, making reference to the 1,507-meter bridge over the Danube River to be constructed by Chinese firms. The total value of the contract is 170 million Euros and its completion date is 2013.The original cooperation agreement between Beijing and Belgrade was signed in October 1980, with the aim of boosting cooperation in the fields of economics, urban planning, utilities, health, education, culture, tourism and sport.Ma Zhipeng, senior advisor to the city of Beijing, said cooperation between the twin cities has been expanding over the last three decades.He said the art exhibit, with its 50 paintings divided into four thematic sections, would allow the citizens of Belgrade to become more familiar with the Chinese capital."On the occasion of the festive celebrations, in addition to the exhibition, the Belgrade Chamber of Commerce and Beijing signed an agreement on cooperation, which will provide a platform for economic cooperation between the two cities," said Ma.In addition to the art exhibit, the Orchestra "Huaxia" performed a collection of classic Chinese musical pieces with traditional instruments. 

  

BEIJING, Jan. 13 (Xinhua) -- The Chinese yuan strengthened to a record high against the U.S. dollar on Thursday to reach 6.5997 per dollar.The central parity rate of the Chinese currency, also known as the renminbi (RMB), was set 131 basis points lower than Wednesday's 6.6128, according to the China Foreign Exchange Trading System.China's central bank announced on June 2010 it would further reform the yuan exchange rate formation mechanism to improve its flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate each trading day.The central parity rate of the RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market each business day.

  

BEIJING, Dec. 20 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, opened its bimonthly session Monday to read a series of draft laws.During the six-day session, lawmakers are reading, for the second time, a draft amendment to the Criminal Law, a draft revision to the Law on Water and Soil Conservation, and a draft law on intangible cultural heritage.In the draft amendment to the Criminal Law, harsher punishment are to be handed down for principal offenders of organized crimes.Organized crime chiefs will face longer jail terms of up to 15 years and "core members" of organized crime gangs could be jailed for up to seven years, under the proposed amendment to the Criminal Law.Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), presides over the first plenary meeting of the 18th session of the Standing Committee of the 11th NPC in Beijing, capital of China, Dec. 20, 2010. The law currently stipulates that organizers, leaders and core members of crime gangs are all subject to jail terms ranging from three to 10 years.Drivers involved in car racing, which have caused "serious consequences" and drunk drivers would be detained and fined, the draft amendment says.Under a proposed change to the Criminal Law, the death penalty will not be given to people aged 75 years or more at the time of trial except if they used exceptional cruelty when murdering another.The amendment, which is the eighth to the country's 1997 version of the Criminal Law, is meant to further implement the policy of tempering justice with mercy.If the amendment becomes law, it will be a major move to limit the use of the death penalty, after the Supreme People's Court in 2007 began to review and approve all death penalty decisions.According to the draft revision of the Water and Soil Conservation Law, local authorities must seek public and expert opinions before drawing up soil and water conservation plans.The draft also stipulates that penalties for the loss of soil and water must be included in land-use contracts reached with local governments.Also, the amendment stipulates that public servants responsible for supervising and managing food safety will face up to ten years in jail for dereliction of duty or abuse of power in the case of a severe food safety incident.The draft further broadens the conditions for food safety crimes. It says those who produce and sell a harmful food product will be punished, even if poisonings fail to occur.On a different matter, according to the draft Law on Intangible Cultural Heritage, foreign organizations and individuals will have to obtain government approval before conducting surveys of intangible cultural heritage in China.Also, they will have to conduct surveys in cooperation with Chinese ICH research institutions.The top legislature conducted the first reading of the draft laws in August.The legislature will also examine three reports from the State Council on boosting economic and social development in ethnic minority areas, deepening reform of health care systems and stepping up the development of the service sector.Additionally, lawmakers will discuss a report from the NPC inspection team on the enforcement of the country's Energy Conservation Law.They will also consider a bill on a draft resolution to convene the fourth annual session of the 11th NPC.The session was presided over by Wu Bangguo, Chairman of the NPC Standing Committee.
