SAN DIEGO (KGTV) — San Diego Police are searching for an at-risk teenager who disappeared from the Carmel Valley area on Sunday.Police say Nevaeh "Marie" Corbin, 14, was last seen at about 1:30 p.m. leaving her home on Sunday in the Carmel Valley area. Police say Corbin left on foot and said she was going for a walk at an unknown location. Corbin is diagnosed with borderline personality disorder and depression, police added.Corbin is described as a Caucasian female with black hair and blue eyes, and is about 5-feet, 8-inches tall and 175 pounds.She was last seen wearing a multi-colored tank top, black leggings, a pink and black Apple watch, and multi-colored blue shoes.Anyone with information is asked to call police at 619-531-2000. 750

SAN DIEGO (KGTV) -- San Diego County officials urged people across the county to cooperate with the latest public health orders and purple tier restrictions Monday.The county broke its record for the highest single-day COVID-19 cases reported on Sunday at 1,087. The second highest day was reported Monday with 833 new cases.During an emergency briefing, county officials said too many people fail to take the proper measures to slow the spread.“It is really about wearing facial coverings, and the social distancing, and staying home when you are sick,” said Dr. Wilma Wooten, the county’s public health officer.“As we go into the Thanksgiving holiday, we know that people want to get together, but I encourage you to follow the guidance that we have posted on our website, that the state, as well as the CDC, are recommending. Really limit your engagements or gatherings over the holidays. Follow the guidance from the state, no more than three households. I would strongly encourage you not to travel out of state.”County Supervisor Greg Cox said cease and desist letters were sent to several businesses and entities that refused to follow the purple tier closure orders over the weekend.Wooten recently asked law enforcement agencies to step up enforcement efforts in their jurisdictions; Supervisor Cox sent similar letters Friday.“On Friday, I sent a letter to all the mayors in our region to have them step up enforcement of state and local public health orders. And our regional compliance team is moving forward on complaints we are receiving, we need your cooperation, and we certainly need your compliance,” said Cox. “If not, we are fully prepared to enforce compliance with our local law enforcement agencies and other jurisdictions.”“You can be open, and you can be safe. It’s not either-or,” said Dr. Jeremy McGarity, lead pastor at Skyline Church.Skyline church did not receive a cease and desist letter Monday, but they’ve been warned before.McGarity said he believes religious services are essential, and he couldn’t stand by and watch people struggle with their mental health any longer.“We saw the huge rate of suicide ideation that went through the roof,” he said. “We actually felt like for us, it would be spiritual malpractice to stay closed.”McGarity said the church offers outdoor and online services but has no plans to shut down indoor operations.Instead, he says they have added several health and safety measures and leave it up to the congregants to decide.“For some people, being inside the church is their relationship to God,” he said.If cease and desist letters are ignored, that could result in criminal misdemeanor citations with a ,000 fine for each violation. Cox warned Monday that full closure orders could be enforced if businesses do not cooperate.Several lawsuits challenging the state and the county have already been filed. San Diego businesses operating outdoors for the pandemic are making plans to stay dry.Since the pandemic started businesses in San Diego have had to get creative to stay afloat.Arthur Boia started PB Yogs as a way for yoga instructors to safely continue classes outdoors.“The thing with us is we’re yogi’s so we’re very flexible,” said Boia. “Whatever it takes.”They hold daily classes at Hospitality Point in Mission Bay where they implement temperature checks and social distancing.Boia says outdoor classes have been working out well under San Diego sunshine, but rain this weekend might pose some challenges.“If for some reason it starts raining and we have to cancel a class we’ll cancel it,” said Boia. “But as soon as it clears up, we’re gonna run right back out here and do yoga.”With rainy season underway, he’s looking for other ways to keep the yoga flowing.“When I was thinking of a tent, I was thinking to close off the back area so you can protect from the wind a little bit, but we also want to have good airflow for COVID reasons. As for the rain, that’s just something we’re gonna have to go by day-by-day," Boia said.Belmont Park is another business with outdoor operations.“We have our new go-kart track, our rock climbing wall, zip line, mini golf,” said Senior Marketing Manager Daniela Bower.The Belmont Park Harvest Walk event runs every Saturday through Nov. 14. Bower says they may have to cancel this weekend.“Even just for safety we can’t operate a lot of things when it’s raining,” said Bower.She adds after a year like 2020, wet weather will just add insult to injury.“It’s already been a struggle for us to be able to open in the first place, so it definitely kind of stings a little bit when we have to close for other reasons,” said Bower.Bower says they’ll make the call Friday afternoon on whether or not to cancel Saturday’s event.The City of San Diego is offering free sandbags in each City Council District. Residents just need to bring identification to receive up to 10 empty sandbags. SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability.
