SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596

SAN DIEGO (KGTV) - San Diego Police have located a woman who disappeared from a Hillcrest bar in October. Lindsey Snider separated from her friends at Urban Mo's on October 28 just after midnight, police said. Officers found her cell phone on November 6.Police said Tuesday in a report that Snider is from Michigan and is not familiar with the San Diego area.Police said Snider has a history of disappearing when she uses heavy amounts of alcohol. 460

Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) — San Diego County's unemployment rate ticked down to 14.8%, but a potential new wave of closures could wipe out a large portion of the recent job gains.The San Diego Association of Governments reported Thursday that the jobless rate in the region is continuing to drop from a peak of 25% on May 9. Still, roughly 250,000 workers in the county remain unemployed amid the Coronavirus outbreak. Ray Major, the agency's chief economist, said the increased spread of the virus could lead to prolonged economic frustration. "What (the report) shows is that we're ready to go back to work, but that the recovery is probably going to be slow, and we're probably going to be having this conversation with double digit unemployment throughout the summer and probably into the fall," he said. The potential drawbacks would take a financial and mental toll on thousands of workers who returned to their jobs, only to be sent back to file for unemployment. Season and Ian McKesson had to close their two hair salons when the pandemic broke in March and got by on unemployment. "It was hard working 50 to 60 hours a week and being proud that you can maintain everything and then all of a sudden you can't do anything. It was almost like being ripped apart, for me," Season said. The McKessons had to shutter their Mission Hills salon permanently but did reopen their Fallbrook location, called Mary Jane North. That cleared the way for seven stylists, including them, to go back to work. "We get nervous because there's things that are still shutting down around, and so that's a little daunting," Season said. SAN DIEGO (KGTV) — San Diego Lifeguards and firefighters responded to Blacks Beach on Sunday to rescue an injured paraglider from a ravine.The 27-year-old woman, who is a pilot, was teaching an advanced training course for paragliding when she lost lift and her parachute collapse, according to lifeguards.Witnesses told lifeguards that the woman tried to brace her impact with her legs as she landed into a ravine next to a popular trail called "Citizens Trail."Lifeguards say the woman was far from the trail when she landed and San Diego Fire-Rescue was called to perform a technical rescue to lift her up the trail.The pilot was taken to a nearby hospital, though the extent of her injuries was not clear, lifeguards said. 734
