President Donald Trump told lawmakers on Thursday he was scrapping a planned pay raise for civilian federal workers, saying the nation's budget couldn't support it.In a letter to House and Senate leaders, Trump described the pay increase as "inappropriate.""We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases," the President wrote.An across-the-board 2.1% pay increase for federal workers was slated to take effect in January. In addition, a yearly adjustment of paychecks based on the region of the country where a worker is posted -- the "locality pay increase" -- was due to take effect.Trump said both increases would no longer happen."I have determined that for 2019, both across the board pay increases and locality pay increases will be set at zero," he wrote.He stressed the change wouldn't affect the federal government's ability to attract qualified workers, and wrote the government would focus on "recruiting, retaining and rewarding high-performing Federal employees and those with critical skill sets."The implications of Trump's decision on the locality pay increase were not immediately clear. Workers based in more expensive parts of the country are paid higher salaries to compensate for the higher cost of living.In his letter, Trump wrote the locality increase in 2019 would average 25.70% and cost the federal government billion. But he did not say whether the locality adjustments already in place would remain in effect and the White House did not immediately clarify.Pay for military personnel will not be affected by Trump's decree; instead, US troops are due a 2.6% pay increase next year. Trump frequently trumpets the military pay raise while listing his administration's accomplishments. RAMONA (CNS) - Deputies and firefighters came to the rescue Friday when five family members were overcome by heat exhaustion during a sweltering afternoon hike on Cedar Creek Falls Trail in eastern San Diego County.The emergency on the popular footpath northeast of El Capitan Reservoir near Ramona began about 2 p.m., amid temperatures in the mid-90s, according to Cal Fire and the National Weather Service.U.S. Forest Service personnel hiked about a mile and a half down the steep sun-baked trail to reach the exhausted group, which included at least one child. They helped load them onto a pair of sheriff's helicopters that landed in open areas nearby, Cal Fire Capt, Thomas Shoots said.The air crews then dropped off the group -- visitors to the San Diego area from New Jersey -- at a putting green across the street from Cal Fire San Diego Ramona Fire Station 81 on San Vicente Road, where they were met by paramedics.After getting out of the sun and rehydrating, the rescued tourists were given clean bills of health and released, Shoots said.Cedar Creek Falls Trail, along with Three Sisters Falls Trail, can be dangerous to hikers in the summer months and have been closed during heat waves in recent years. 1224

(KGTV) - Forest service officials are alerting San Diegans to keep their eyes out for rattlesnakes around property and on local trails as spring sets in.Cleveland National Forest officials found a young rattlesnake hiding in the shade under a drainage pipe at the department's Palomar district office in Ramona this week.The snake was captured and released unharmed, officials said, though "still angry."RELATED: What to do in the event of a rattlesnake biteDespite last year's trends, San Diego has been enjoying a lull in rattlesnake calls. The county has recorded a total of 82 calls since the beginning of 2018, according to Daniel DeSousa, director at the county Department of Animal Services.Last year, San Diego saw a surge in rattlesnake calls to the county. Most of those calls occurred in April but continued well into June. Between January 2017 and March 2017, the county saw 177 calls for rattlesnakes. That number rose to 232 the next month.Traditionally as San Diego heats up, sightings could increase."Due to our very temperate climate, rattlesnakes can be found year round in our County, in communities ranging from the coast to the deserts," DeSousa said during last year's spike. "But snake sightings may spike during hot spells."When encountering a rattlesnake, residents should keep a safe distance away and call county animal services. Animal control officers will be sent out to impound the snake and place it in an area where it doesn't pose a threat to humans.Residents in San Diego County's unincorporated areas or in Carlsbad, Del Mar, Encinitas, San Diego, Santee or Solana Beach can call Animal Services at 619-236-2341.
