SAN DIEGO (KGTV) - A battle is brewing between the San Diego bay cruise companies over which companies can start up again and which ones cannot. Some companies are cleared to resume dinner cruises next weekend, while others are still stuck at the docks. On Hornblower Cruises & Events’ Facebook page, the announcement is up that it's reopening this upcoming weekend. Wednesday, the fleet was docked but starting Saturday, the company is offering dining cruises through the bay. “At the moment, we have not been permitted to leave the dock,” said Carole Noska, owner of Charter Services. She told 10News that her boat and other charters still can't operate bay tours. County guidelines only permit recreational boating, not charters, and the recreational sailing is only for passengers within the same household. The County reports that dining cruises, though, are fine to set sail so long as they operate within the County's dine-in guidelines for restaurants.“We probably lost ,000 to ,000 over Memorial weekend after having already been at the dock for the last two months since COVID started," Noska told 10News and added, “Those of us in the legal charter community the credentialed vessels for charter would just ask that the County and the Port and the State level the playing field.”In a press release, Hornblower Cruises & Events provided an extensive list of safety measures its implementing, including social distancing aboard, and facial covering requirements. The company sent 10News the following statement on Wednesday."In accordance with the latest Stage 2 Variance which now permits dine-in restaurants to operate, we are thrilled to be able to offer a limited choice of seated dining cruises starting this weekend. Like other restaurants within the County, we are adhering to the specific guidelines laid out in the San Diego Safe Onsite Dining Plan for Restaurants and the State guidance for Dine-in restaurants. In addition to already stringent cleaning protocols, we are adapting the onboard experience to reflect the need for social distancing, alongside elevated health and hygiene practices. So, while our Guests can still expect the same high standards and welcoming service, they can be assured we are fully compliant with all relevant and necessary requirements."Flagship Cruises & Events is starting dining cruises as well, but the company is also doing bay tours which is in violation of the County health code. The company was cited by Harbor Police over the holiday weekend but reports that it is continuing its operation, maintaining its allowed to do so under a certain section of County code, which the County disputes. 2679

SAN DIEGO (KGTV) - A former gang member and other community leaders went door-to-door knocking on homes to create a conversation about gang violence.Bishop Cornelius Bowser is a former Crips gang member. He saw his best friend get killed in a park in Logan Heights when he was 22 years old. That’s why he’s going around from house to house talking to people who live in the gang “hot-spots.” Bowser says, “If you can address the needs of the community and bring resources into the community and help empower them, you can bring crime rates down.”He says starting a conversation creates a bond and people are more willing to talk if they know you. During their walk, they learned that underage kids are drinking at the park after dark and stolen cars are showing up on Marcy Avenue. Now they will take that information to the police.Bowser also goes to a crime scene and the hospital after a shooting to be there for the victim and the family.Bowser and his team were also handing out resources like phone numbers, upcoming community events, and information on locking up guns to protect kids from accidental shootings.Liliana Hernandez is one resident who opened her door for Bishop Bowser. She saw two killings on her street last year and is very grateful for their support. Hernandez says, “I always try to find ways as to what’s going on in the community and sometimes I’m just lost.”Tracy Swafford lost her 17-year-old daughter to a drive-by gang shooting ten years ago. She walks and knocks on doors, too. Swafford says, “It is important because it lets the people know we are here for them.”There is a community meeting Tuesday, April 16th at 6:30 at Logan Heights Library. They will be discussing the AB 392 “use-of-force” bill that will hold law enforcement accountable if they are found criminally negligent in an officer-involved shooting. 1857

SAN DIEGO (KGTV) - A 14-year-old from Jamul was among seven military teenagers crowned Operation Homefront 2018 Military Child of the Year.Isabelle Richards, who attends High Tech Middle School in Point Loma, received the award this week for her accomplishments in leadership and extracurricular activities while facing the challenges of military family life.Richards was given the Child of the Year award for the U.S. Navy.The San Diego teenager created a local call to action group called Cards and Cupcakes Supporting Our Wounded Warriors, which sends greeting cards and cupcakes to a segment of veterans. She also founded and runs the Dove Self-Esteem project at High Tech Middle.The hours Richards has dedicated to the cause pales in comparison to the contributions of wounded veterans, according to the teen, who says "When I am tired or feeling lazy, I remember what they sacrificed, and they never complain."In addition to her accomplishments, Richards has worked with the Freedom Station and USO San Diego and maintained a 4.0 GPA. SAN DIEGO (KGTV) - 23 people were injured Saturday night when a structure collapsed at an indoor parkour center in Barrio Logan.21 of them were children. Two were adults, according to the San Diego Fire-Rescue Department.The collapse happened about 8 p.m. at Vault PK, a parkour center on Main St. and Sigsbee. Children who were above and below the structure were hurt.The injuries ranged from minor to moderate.Cory Brizendine, a parent, estimates there were about 50 kids there. They were called up to the platform for pizza."Once the majority of kids got up there the whole platform collapsed," he said.Shannon O'Brien was among the adults on the platform. "It was scary," she said.  She said it was a place parents sit to watch their kids, and she thought it seemed stable.  831

  

SAN DIEGO (KGTV) — A 58-year-old man severely injured after an assault at a home in Clairemont in early April died Monday. According to police, 58-year-old Randy Taing died of his injuries in the evening of April 8. San Diego Police said the incident occurred in the 4100 block of Ashford St. before 12 p.m. The man reportedly called his wife sometime around 11:45 a.m., though his wife said the phone was silent.She asked her son to call, who got through to his dad. That's when the man told his son something along the lines of a possible break-in, police say.The man's son called 9-1-1 and rushed home to find his father with upper body injuries. The man was taken to a nearby hospital with life-threatening injuries, police said. Police said there were no signs of forced entry, but a safe had been taken. Neighbors of the family-owned business a mile away from their home, Rose Donuts, said the safe probably contained cash from the business. A family friend said the father, who he called Randy, was asleep at home during the robbery because he was filling in for his nephew at work. He said he was baking donuts at 2 a.m. while his nephew was on vacation.Customers who work in the area say the family is beloved. "They have two boys and sometimes they even babysit the grand kids while they’re working... They’re amazing amazing people and I couldn’t imagine anyone hurting him," Nancy Moreno said.Police say they have no description of a suspect and encourage anyone with information to call Crime Stoppers at 888-580-8477. 1539
