SAN YSIDRO (CNS) - A pedestrian was struck and killed by a van early Monday morning while he was attempting to cross a San Ysidro street, police said.It happened shortly before 1:10 a.m. in the 400 block of East San Ysidro Boulevard, San Diego police Officer John Buttle said.The unidentified man, believed to be in his 40s, stepped off the east curb of East San Ysidro Boulevard and was struck by a 64-year-old man driving a 1999 Chevrolet Astro van in the northbound lanes, Buttle said.The victim was pronounced dead at the scene, Buttle said.The driver remained at the scene and cooperated with officers, Buttle said.Alcohol or drugs were not believed to be factors in the collision, Buttle said. SCRIPPS RANCH, Calif. (KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group.They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair.They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

(KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. SAN YSIDRO, Calif. -- The Department of Defense announced Monday that it plans to move an additional 300 troops to the California border, according to ABC News.The announcement was made after hundreds of migrants rushed the border in a show of force, causing the San Ysidro port of entry to close for hours.The troops were assigned to the Texas and Arizona borders, a spokesperson for US Northern Command tells ABC News.The decision was reached following an assessment by US Customs and Border Protection after the 500 migrants rushed the border.The majority of the 300 troops will be Military Police units as well as engineers.
