A Minneapolis police officer was charged Tuesday with third-degree murder in the death of Justine Ruszczyk, a 40-year-old Australian woman who was shot in 2017 after she called 911 to report a possible sexual assault near her home.Officer Mohamed Noor turned himself in to authorities, said Sherral Schmidt of the Police Officers Federation of Minneapolis.Noor is being charged with third-degree murder -- "perpetrating an eminently dangerous act and evincing a depraved mind" -- as well as second-degree manslaughter -- "culpable negligence creating unreasonable risk," according to the Hennepin County Jail website.In July, Ruszczyk called 911 late at night to report a possible sexual assault in an alley near her home. Fewer than 30 minutes later, she was dead from a gunshot wound to the abdomen. One of the two officers who responded to the call shot the unarmed woman.Officer Matthew Harrity told investigators that he drove to the scene and was startled by a "loud sound" near the squad car, according to Minnesota's Bureau of Criminal Apprehension.Immediately afterward, Ruszczyk approached the window on the driver's side, and Noor, Harrity's partner, shot Ruszczyk through the window, Harrity said.Hennepin County Attorney Mike Freeman told reporters on Tuesday afternoon that Noor's actions did not reflect the training he and Harrity received on responding to possible threats to their safety."There is no evidence that Officer Noor encountered a threat, appreciated a threat, investigated a threat or confirmed a threat that justified his decision to use deadly force," Freeman said.The prosecutor said some police officers would not cooperate with the investigation and volunteer information about the incident.Noor's attorney, Tom Plunkett, said Ruszczyk's death "is a tragedy and Officer Noor again personally extends his continued condolences to her family for their loss.""The facts will show that Officer Noor acted as he has been trained and consistent with established departmental policy. Officer Noor should not have been charged with any crime," he said in a statement.Though the officers were wearing body cameras, they did not turn them on before the shooting, and the squad car camera did not capture the incident, investigators said.That lack of video evidence has frustrated city officials and led the Minneapolis Police Department to update its body camera policy to require officers to activate them upon being dispatched.Ruszczyk's death caused outrage in the United States and Australia and led to the resignation of the city's police chief.Though she was a veterinary surgeon in Australia, her native country, Ruszczyk worked as a spiritual healer, yoga and meditation instructor, and life coach in Minnesota.Don Damond, her fiance, said the two had planned to marry later that summer.The Ruszczyk family released a statement, praising the decision to charge Noor, calling it "one step toward justice for this iniquitous act.""We remain hopeful that a strong case will be presented by the prosecutor, backed by verified and detailed forensic evidence, and that this will lead to a conviction," said the statement released through family attorney Robert Bennett."No charges can bring our Justine back. However, justice demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect, and today's actions reflect that."The Police Officers Federation of Minneapolis said it could not comment on specifics of the case."We recognize the tragic shooting of Justine (Ruszczyk) Damond has greatly impacted, not only her family and friends, our membership, but also our community. We respect the criminal justice process and wait for the case to proceed before making further comment," the group said.Noor's last day of employment with the force was Tuesday, according to police Chief Medaria Arradondo. A preschool teacher was arrested on Wednesday after deputies say admitted to biting a 2-year-old student on the face.Heather Marcotte, 28, has been arrested on a charge of felony cruelty to a juvenile in Louisiana.The mother of a 2-year-old student called the St. Tammany Parish Sheriff’s Office saying that when she picked her son up from school, she noticed the bite mark on his cheek.The mother said an administrator at the school informed her that her son’s teacher reported that she left the mark on the child "when her mouth accidentally hit his face" and that the teacher had been terminated following the incident, according to the Sheriff's office.Marcotte admitted to deputies that she bit the child after she became frustrated and agitated with his behavior. A prank gone wrong landed two men in jail and has potentially scarred a little girl for life.At about 10 p.m. local time on Saturday, 25-year-old Vernon Barrett was wearing a clown mask and chasing his 6-year-old daughter outside their apartment in Boardman, Ohio, according to Youngstown's WKBN-TV.According to witnesses, the girl, obviously terrified, was screaming and ran into the unlocked apartment of neighbor Dion Santiago, 48.According to WFMJ-TV, Santiago told police that when the girl ran in to his apartment, he looked out the window and saw a man in a clown mask on the lawn. Santiago then grabbed his gun and fired a warning shot out the window.When police arrived at the scene, Barrett told them he was "playing a prank" on his daughter, according to WFMJ.WKBN reported that Barrett told officers he was trying to scare the girl because she'd been having behavioral issues at school and he thought this would straighten her out.Barrett was arrested for child endangering and inducing panic. A pre-teen's basketball shot from beyond the arc was good for more than just a few points in Springfield.Springfield police say a group of ten-to-twelve-year-old kids helped them catch a suspected burglar on the run. It all started after officers responded to a call for a burglary. Police say they received reports that a 50-year-old male had just broken into a garage and stole several items, including two weed trimmers before taking off on a bike. He dropped the lawn tools after encountering police and rode awat. According to a post from the Springfield Police Department, the first officer followed him in his patrol car until backup arrived and started chasing him on foot.That's where the young All-Stars come into play.  Police say the kids were playing basketball nearby and one of them "threw a basketball across the roadway at the suspect, striking him, causing him to wreck his bicycle in the grass."Officers were then able to book the suspect into custody for burglary.  1033

A patient in Minnesota who had COVID-19, and attended the Sturgis Motorcycle Rally in South Dakota, has died, the Minnesota Health Department confirmed to E.W. Scripps.The Washington Post reported that this is the first death from the virus that was linked back to the rally.In an email to E.W. Scripps, a spokesman for the Minnesota Department of Health said the patient was in their 60s and had underlying health conditions "as do many people in that age group."The spokesman said the patient had been hospitalized in the intensive care unit.The 10-day event ended on Aug. 16.According to the Associated Press, health departments in at least eight states are also trying to track virus outbreaks.At least 260 cases in 11 states can be tied directly to the event, the Washington Post reported. 802
