But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423

According to San Diego Police, Steven Chavez, 32, Peter Burgos, 45, and Jesus Faraj, 41, were all arrested from September 11 through the 17 on charges related to the murder. Police say Faraj was already in prison for an unrelated charges. SAN DIEGO (KGTV) — The San Diego Padres took a dozen teens undergoing cancer treatment to Spring Training this week.After spending months in and out of Rady Children’s Hospital, the teens say they were excited to get to experience what it feels like to be a normal kid again. “I have osteosarcoma, it's a bone cancer, it was in my leg, and I recently got it is surgically removed,” says patient Nicholas Herrmann. But today, lab tests and screenings are the last things on his mind. “It sounds so fun. We get to go out with a great group of guys and a great group of girls here.”RELATED: San Diego Padres sell out Opening Day game with Manny MachadoThe teens signed their honorary contracts with the Padres and grabbed their jerseys before heading to Peoria, Arizona. For three days, they will get to meet players, attend batting practice and a game versus the Cincinnati Reds. This is the first year for the program. Parents say this trip is an excellent way for the teens to gain independence and form friendships with others. “It's so hard for them. My son is not in school, a lot of other kids aren’t in school either, so they’re not having that social interaction all the time,” says Nichole Elliott- Herrmann. “For us just to see them have fun and have a smile on their face, and not having to go into the hospital is amazing.”Parents will be staying behind for this trip. SAN DIEGO (KGTV) — The White House insisted Thursday that the CDC and the public will continue to have access to hospital data related to the COVID-19 pandemic, trying to quell concerns after the Trump administration directed a private technology firm to collect hospital data instead of the nation’s premier public health agency.Since March, the CDC has been collecting data from hospitals on bed space, COVID tests and other key metrics, like the availability of personal protective equipment, ventilators, and certain drugs.White House Press Secretary Kayleigh McEnany said Thursday the CDC-run system, the National Healthcare Safety Network, was only capturing 81 percent of the nation’s hospitals.She said the new system, run by TeleTracking Technologies, will provide a more complete picture with faster reporting to the White House Coronavirus Task Force. Hospitals began sending data to the new database on Wednesday.“The intent of this is we need to make sure there is daily data given to Dr. [Deborah] Birx and others running point on Remdesivir and identifying hotspots,” McEnany said.The change comes at a time when President Trump has sparred with the CDC over school reopening guidelines, but CDC Director Dr. Robert Redfield said he supported the move.However, critics see the move as the latest effort by the president to politicize science. Four former CDC directors wrote an op-ed in the Washington Post this week raising concerns about the president's efforts to "undermine" the Centers for Disease Control and Prevention.“I see this as a big red flag. CDC has been sidelined throughout the response,” said Dr. Richard Besser, the former acting director under President Barack Obama.Dr. Besser told ABC News the hospital data should be kept with the nation’s premier health scientists, although he acknowledged the CDC database had limitations.“The data systems have to be improved. They've been underfunded, but why set up a system that bypasses the nation's public health agency? It doesn't make sense and it concerns me about the influence of politics on what should be good public health science,” he said.McEnany said the CDC would still have access to the data along with the public, although the last update posted to the CDC website is from July 14.Hospitals report data to the federal government in different ways. In some cases, hospitals manually input information to the federal database. In other cases, hospitals report data to the state or another intermediary, which passes the information along.Scripps Health said it reports COVID-related information through an intermediary, the California Health Association, so the federal database change hasn’t affected its hospitals.Sharp Healthcare and Palomar Health said the transition to the new system has been smooth on their end.“We haven’t had any problems uploading our data,” said Palomar Health spokesman Derryl Acosta. 2914
