SAN DIEGO (KGTV) — Thursday, San Diego Mayor Kevin Faulconer called on Governor Gavin Newsom to issue guidance that would allow San Diego's hotel industry to resume hosting business meetings and conferences."It's incredibly important for the jobs that this industry represents and the bottom line of dollars to our city," Faulconer said.San Diego tourism officials tell ABC 10News that the industry has lost an estimated billion due to the pandemic thus far. About 22% of out-of-town visitors to San Diego typically come for business meetings or conferences. The loss of this business has led to the loss of more than 50,000 local hospitality jobs.Thursday, Faulconer visited the Manchester Grand Hyatt to review the safety protocols they would put into place for business travelers. That includes plexiglass dividers, hand sanitizing stations, outdoor meeting spaces, and socially distanced seating."Seeing is believing," Faulconer said. "When you can see firsthand the remarkable precautions that our hotel industry has taken, the remarkable job that they have done with leisure travel, we can host business travel safely.”Faulconer points out that California is the only state in the country that bans hotels from hosting businesses.ABC 10News reached out to the California Department of Public Health. A spokesperson sent the following statement: "California’s Blueprint for a Safer Economy is intentionally slow and stringent to help slow and stop the spread of COVID-19. Any setting where large scale, random mixing occurs presents a higher risk activity for the spread of COVID-19.The state's public health guidelines are driven by data and science. This will continue. As the data evolves and science evolves we will update the guidelines and Blueprint accordingly. SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s downtown San Diego office reopened Monday for in-person services.The office at 1600 Pacific Hwy., Room 162, was closed in mid-March due to the COVID-19 pandemic. Public health and safety measures are now in place at the office, allowing for business to resume.“The health of our employees and customers is our top priority, so we have made some changes to how we do business face-to-face. We are pleased to reopen our downtown branch and will be reviewing further possible branch openings under a phased and cautious approach to ensure everyone’s safety,” said County Treasurer-Tax Collector Dan McAllister.Some of the measures implemented at the office include:Protective barriers on countersCashiers placed at least six feet away from each otherFloor markers for customers to maintain social distancingPublic counters being cleaned throughout the dayDespite the reopening, McAllister said customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) — Three Scripps Health clinics will be reopening after being closed in March when stay-at-home orders began due to the coronavirus pandemic.Scripps says it has also resumed time-critical surgeries at its five hospital locations and outpatient surgery centers in the county.Scripps Coastal Medical Center Escondido, Scripps Coastal Medical Center Solana Beach, and Scripps Clinic Santee are reopening for the same medical services that were available at the sites prior to closing, expect for radiology.During the closures, patients were referred to other Scripps Health sites that were still open.As the medical centers reopen, Scripps Health says it is taking all necessary precautions, including all staff and patients wearing masks, screening patients before they enter, isolating patients with COVID-19 symptoms, and using strict cleaning protocols."We are very thoughtfully and cautiously phasing in a return of services to make sure that we have what we need to protect our patients and staff – from personal protective equipment to disinfecting supplies – to ensure the safety of everyone in our facilities," said Ghazala Sharieff, Scripps chief medical officer of clinical excellence and experience. 1233

  

SAN DIEGO (KGTV) — This week, San Diego County will learn whether its coronavirus case rate forces the region to move into California's restrictive purple tier of reopening.If the county is forced to move into the most restrictive tier, several business types will have to enact more stringent capacity limits or move operations outdoors only:Retail stores at 25% capacity indoors,Restaurants can have outdoor dining only,Shopping centers at 25% capacity with closed common areas and a closed food court,Personal care businesses can have outdoor operations after working indoors with modifications.Museums, zoos, and aquariums can operate outdoors only,Places of worship and movie theaters can be outdoors only,Gyms and fitness centers can operate outdoors onlyLast month, California moved personal care services, like nail salons, tattoo parlors, and skin care services, into the same category as hair salons and barbershops. County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "It's sustainable for a few months at time, but if you start talking about 12 to 18 months of this you're going to see hundreds and hundreds of restaurants and bars go out of business," said Steve Billings, owner of North Park's Original 40 Brewing Company. Ben Clevenger, President of the San Diego County chapter of the California Restaurant Association, says they are writing a letter asking local and state officials for a one-week extension in hopes the COVID-19 metrics improve.As for their members, he says it's up for each restaurant owner to decide what to do."We keep advising them to do safe social distancing, safe operation practices," Clevenger said. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening.If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008

  

SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site.
