BEIJING, Oct. 26 (Xinhua) -- Chinese Vice Premier Li Keqiang's upcoming visit to three nations would help advance bilateral relations between China and the three nations, said a senior official here on Monday.     "The visit will cement and promote our political mutual trust and traditional friendship," Chinese Vice Foreign Minister He Yafei told Xinhua.     Li will pay an official visit to Australia, New Zealand and Papua New Guinea from Oct. 29 to Nov. 5 at the invitation of governments of the three countries.     "This is an important visit paid recently by Chinese leader to the south Pacific region," He said, noting that the three governments attached great importance to the visit.     During the visit, Li will meet with the leaders of the three nations, attend the signing ceremony of bilateral agreements and make extensive contacts with officials of local governments, businessmen and peoples from all circles, according to He.     The visit would help promote friendly exchanges and pragmatic cooperation between China and the three countries in trade, energy, resources, science, education and other fields, and strengthen bilateral coordination in international and regional affairs, he noted.     Hailing the considerable progress in recent years, He said the Chinese government had always attached great importance to developing friendly and cooperative relations with the three countries.     "We always grasp the development direction of bilateral relations from a strategic and long-term perspective, adhere to the five principles of peaceful co-existence, and stick to the spirit of mutual benefit to strengthen our dialogue and cooperation," He noted.     "Seeking peace, development and cooperation is our common voice," He said, noting that in many ways, China's relations with the three countries faced a huge potential and rare opportunity for development.     He also provided detailed statistics to show the growth of bilateral relations, saying that economies of China and the three nations were highly complementary.     Australia is China's eighth largest trading partner and an important supplier of energy resources. Bilateral trade volume with Australia in 2008 reached 59.66 billion U.S. dollars.     New Zealand is the first developed country which signed and implemented the bilateral free trade agreement with China. Both Australia and New Zealand recognized China's full market economy status.     Papua New Guinea for many years is China's largest trading partner and investment destination in the Pacific island region.     According to incomplete statistics, at present, there are 130,000 Chinese students studying in Australia, and about 34,870 studying in New Zealand. COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China is not obliged to subject its voluntary climate action to international monitoring.     Wen made the remarks when meeting with some world leaders on the sidelines of the ongoing UN climate change conference in the Danish capital, Chinese Vice Foreign Minister He Yafei told reporters. The Bali Action Plan has clear stipulations regarding whether a country's mitigation action should be subject to international scrutiny, He Yafei quoted Wen as saying.     "For developing countries, only those mitigation actions supported internationally will be subject to the MRV. The voluntary mitigation actions should not be subject to international MRV," Wen said, referring to the scheme requiring national mitigation action to be "measurable, reportable and verifiable." BEIJING, Oct. 31 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday called for tightened prevention measures against A/H1N1 influenza as the country recorded an increasing number of people catching seasonal influenza upon the arrival of winter.     In a visit to a children's hospital in the Chinese capital, Wen said the country faces severe challenges in the prevention and control of A/H1N1 and some areas are likely to have a sharp increase in the number of patients infected by the epidemic.     He said the country is fully confident and capable of doing well the prevention and control work of the A/H1N1 flu and would spare no effort in helping patients, especially those with severe symptoms, to recover. BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.

SHANGHAI, Nov. 23 (Xinhua) -- Baosteel Group, China's leading steelmaker, announced on Monday its acquisition of 15 percent stake in Aquila Resources, an Australian iron ore and coal company.     The 286 million Australian dollar purchase (265 million U.S. dollars) has made Baosteel the second largest shareholder of Aquila, said the Chinese company based in Shanghai.     The transaction is an important strategy for Baosteel's overseas expansion by securing long-term supply of critical raw materials for its steel making business, said the company.     The deal will help the Australian company source low-cost financing from Chinese institutions to support its projects.     Tony Poli, executive chairman of Aquila said on the company website, "The company now looks forward to developing its relations with Baosteel to the mutual benefit of both companies."     The deal was approved on November 13 by China's top economic regulator, the National Development and Reform Commission (NDRC), and it was Baosteel's first large strategic investment in a foreign public company.     The two companies signed an agreement on the acquisition in August this year and got nod in October by Australia's Foreign Investment Review Board (FIRB), which limited Baosteel's stake in the Australian company to the utmost 19.9 percent.     Under the terms of the deal, Dai Zhihao, a vice president of Baosteel, will step in as a board member of the Australian coalminer.
