SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer announced Thursday that several more shoreline park areas and piers and boardwalks would be reopened this week amid the COVID-19 pandemic.Mayor Faulconer says the following will be reopened in June and July:June 8: East and West Mission Bay Parks will be open for park and water use, including parking lots at 100% capacity.June 8: Fiesta Island opens to pedestrians, dogs, and cyclists only.June 9: All piers and boardwalks within city limits reopen.June 12: Balboa Park Central Mesa reopens and all Balboa Park parking lots open at 100% capacity.July 6: Fiesta Island opens to vehicles.Gatherings are still prohibited and social distancing is still required at beaches and parks. Mayor Faulconer said active sports at the beach are still banned as well."We're continuing to make meaningful progress as we continue to reopen across San Diego," Faulconer said.This week, county beaches allowed visitors to sit, sunbathe, and relax on the sand, in addition to passive activities like walking and running.Ocean activities, like swimming, surfing, kayaking, and paddle-boarding continue to be allowed. SAN DIEGO (KGTV) -- San Diego Police officers responded to a call from a Pacific Beach woman who recorded a confrontation with a solicitor claiming to be a charity worker.Sarah Jarzabek said she began recording the incident at around 3 p.m. Saturday when the man became increasingly aggressive toward her and her neighbor."Scared to death, honestly," Jarzabek told 10News, after reflecting on the incident. Jarzabek and her friend Emily Herton were watching a movie at her home when a stranger knocked on her door. "He said that he came from Ohio, from Cleveland," Herton told 10News. "He said he was trying to raise money for some missionary work for children."The women admit they thought it was a joke but as the man continued with his story claiming to be a missionary and spreading God's love, they felt something did not seem right."He had four different I.D.s behind his one I.D.," Jarzabek said. When she told him that they did not have cash to give, she said the man angrily left her front door and marched toward her neighbor's home. That is when she started to record him on her phone. "I was going to warn [the neighbor], and then the guy, he flips a switch," Jarzabek said. The 12-second video shows the man lunging toward Jarzabek trying to cover the camera then take multiple swings. "He chases me across the street, and screaming that he's going to kill me," Jarzabek said. Jarzabek said she and Herton barricaded themselves inside her home and called 911. San Diego Police told 10News that the man was gone by the time an officer responded. An SDPD spokesperson says that because the man did not actually touch Jarzabek, officers did not file an official report. After the incident, Jarzabek posted the video on Facebook and recruited the help of their local Guardian Angels. Within hours, many people replied on the post about their recent encounters with the same man.The people commenting on the post said he was some sort of charity worker describing himself as a Christian missionary, domestic abuse organization volunteer, or reformed criminal organization volunteer. Commenters also described the man becoming confrontational when they refused to give him money. Other commenters claim to have seen him scoping out neighborhoods in Ocean Beach and other San Diego communities. Jarzabek hopes her post raises awareness about dealing with questionable door-to-door solicitors."It takes a lot to make me feel endangered, and this guy literally shook me," said Jarzabek.San Diego Police said they would like to speak with the man in the video. SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. He’s also talked to several places of worship and they are working on plans to sign up for park space.Vaus explained the process: “You call our community services department. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. She’s asking the board to approve a similar plan allowing businesses and places of worship to use county parks.The issue will be discussed next week. 2227
