SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks. Cruise ships docked in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment for a passenger/employee and shall follow all directives of the health officer or designee.""I know there have been questions about ships that have come before and I can say that the individuals who have all departed these ships in the past to-date and tomorrow all have been screened, have no symptoms, and have no fever, and are leaving to go to their homes of record to complete 14-days of CDC recommended quarantine," McDonald said. The other passengers will travel home for their quarantines.The only ship that has had positive coronavirus cases is the Disney Wonder, which arrived in San Diego nearly two weeks ago. One passenger and one crew member who each tested positive are currently hospitalized, McDonald said. There are also two pending cases related to the ship and was one emergency evacuation from the ship.As of Sunday, San Diego County had reported 519 coronavirus cases and seven deaths due to the virus. 2518

SAN DIEGO (KGTV) -- Hours after Navy officials said all fires aboard the USS Bonhomme Richard were extinguished, smoke was visible coming from the vessel at Naval Base San Diego early Friday morning.Radio scanner traffic obtained by ABC 10News indicated crews at the scene reported at least two fires onboard the ship and called for evacuations at around 1 a.m. Friday. The 10News Breaking News Tracker observed smoke coming from the ship’s front end.At around 5 a.m., a Navy spokesperson confirmed to ABC 10News that no evacuations were ordered and all fires were out. The spokesperson said investigators were looking into the matter.On Thursday afternoon, Navy officials said all known fires aboard the USS Bonhomme Richard were declared out. The blaze on the ship erupted on the morning of July 12, and the firefighting efforts involving hundreds of crew members and thousands of aerial water drops took four full days.Navy officials said they will not know the exact cause of the fire until the ship can be inspected fully.ABC 10News learned Chief of Naval Operations Adm. Mike Gilday will be at Naval Base San Diego on Friday to inspect the USS Bonhomme Richard.During a Thursday afternoon press briefing, Rear Adm. Philip Sobeck described the 22-year-old ship as ravaged -- its melted aluminum superstructure bent at a 45-degree angle -- but not dead in the water."The ship can be repaired," he said. "Whether or not it will be repaired will be determined."A total of 40 sailors and 23 civilian firefighters suffered various minor injuries, mostly heat exhaustion and smoke inhalation, while taking part in the battle to defeat the blaze, Navy officials said.The Bonhomme Richard is the third warship in U.S. naval history to bear the name, which means "Good Man Richard" in French and honors Benjamin Franklin's "Poor Richard's Almanac."The vessel has been homeported at Naval Base San Diego since the spring of 2018, when it returned from a six-year port switch to Sasebo, Japan, while becoming the command ship for Navy Expeditionary Strike Group Seven.City News Service contributed to this report 2114

SAN DIEGO (KGTV) - Dozens of women gun owners joined in solidarity Friday for the launch of #NotMeSD.It was created by San Diego County Gun Owners (SDCGO), a political action committee promoting Second Amendment rights.The initiative aims to empower women with knowledge and choice. The group believes one way to prevent domestic violence and sexual assault is with guns. “We will stand beside you, we will help you, and if you want to look at owning a gun or just coming out shooting at the range to just feel some empowerment, we're willing to stand right next to you and say how can we help?" said Jill Barto, a SDCGO member.At the gathering, Barto shared her traumatic story of being sexually assaulted. "It’s still kind of emotional, but at age 14 I was raped, I was date raped by a boyfriend, it really took a toll on me. I ended up getting pregnant from the rape, and I had my child and raised him, he’s now 37-years-old," said Barto. She was lucky to find a strong support group, one of them today being SDCGO.“It gave me a voice, it gave me a voice to say this is what happened to me and I’m not going to be ashamed of it.”The group has a three-step approach for women considering gun ownership:Get free advice about firearms from women gun owners in SDCGOGet referrals to gun shops for discounts and receive help filling out paperworkReceive help applying for a concealed carry weapon permit“It doesn’t mean they're going to buy a gun, it doesn’t mean they’re going be CCW holders, but that’s their choice, and we’re here to support them on their choice," said Barto.However, some believe guns involved in domestic violence situations do more harm than good.Carol Landale is with San Diegans for Gun Violence Prevention. She supports a woman's right to arm herself but has concerns with the #NotMeSD message."The statistics show that when there is a gun in the home women are five times more likely to be killed with that gun, especially in domestic violence situations," said Landale. She says if a woman is going to purchase a gun, they must be extremely careful with how they store it. She also believes a lot of training is necessary to be proficient, especially in a high-stress situation.“If you’re going to be using a firearm you need to be practicing all the time. The police practice all the time, the military practices all the time, for somebody just to have a gun stored in a bedside table, who may have shot it once at a firing range, it doesn't seem like a sensible way to be able to protect yourself."Landale believes the decision to purchase a gun and use it, can have consequences.“I think the most important thing is to recognize that responsibility and to make sure you’re going to be willing to use a deadly weapon to kill somebody, that’s huge," said Landale. SAN DIEGO (KGTV) — Despite not being on the state's watch list, San Diego County leaders warn it could be a matter of days before the region joins 19 other counties being monitored for rising coronavirus cases.Wednesday, County leaders and health officials mapped out the path that will result in the county avoiding or making California's County Monitoring List. "We have to really recommit and refocus ourselves to adapting to the reality we face," Supervisor Nathan Fletcher said.Under the state's metrics, counties are placed on the list after any one of the following thresholds is met for three days in a row:Average number of tests per day is less than 150 per 100,000 residentsCase rate over 14 days per 100,000 residents is greater than 100 cases OR greater than 25 cases with a 7-day percent of testing positivity equal or above 8%Greater than 10% increase in three-day average of COVID-19 hospitalized patientsLess than 20% of ICU beds available or less than 25% or ventilator availableSan Diego County crossed the case rate metric on June 30 with 105 cases per 100,000 residents.
