SAN DIEGO (KGTV) -- San Diego Fire-Rescue Thursday pulled a man to safety who fell 30 feet into a trench on the grounds of a work site at UC San Diego. According to the department, the incident happened just before 3 p.m. on Voit Drive at Matthews Lane. Crews used a pulley system to get the worker, a man in his 20s, out of the trench. He was then taken to UCSD Medical Center for treatment of blunt-force injuries and burns he received when he landed on a steam pipe. His condition is unknown at this time. RELATED: 1 dead, 4 injured in accident at construction site at UC San DiegoNearby workers and an officer were able to climb down and stay with the worker until he could be safely lifted out of the trench.The incident comes after one of five workers injured in a construction site accident died on the UC San Diego campus in July of 2019. SAN DIEGO (KGTV) - Residents at the Pacific Heights Condominiums are making sure to lock their balcony doors after a bizarre theft.The theft happened Tuesday just after midnight, according to neighbors.A resident of the complex reported seeing two men climbing down his neighbors balcony with a bike in hand.  Milad Hassibi says he yelled at the two men when he saw them coming down. “The second that happened the guy fell off the ladder and his friend took the bike from him, took off with the bike one direction, and the other guy ran off the opposite way.” Hassibi said.He described the men as looking ragged and possibly homeless.  He put out a warning on social media. He said there were fliers put around the complex. 746

SAN DIEGO (KGTV) -- San Diego is one of the most rent-burdened cities in the entire country, according to a new report by Freddie Mac. The report claims that America’s Finest City is the second most rent-burdened city in the nation. Miami took the top spot on the list, followed by San Diego, Los Angeles, New York and Orlando. RELATED: California lawmakers look to control and reduce rising rent prices across stateThe report shows than San Diegans would have to make ,400 to be able to afford the median rent. The report also found that those who make minimum wage would have to work nearly 100 hours per week to be able to afford the median rent. To come up with the report, Freddie Mac looked at how other organizations measure affordability to assess the rent-burden issue. SAN DIEGO (KGTV) - San Diego may be America's Finest City, but when it comes to parking around town, the experience is not always a pleasant one. "It's horrific," said Shadrach Vaughn the founder of Park Connect. Vaughn recently launched Park Connect in July. The company's goal is to help connect homeowners or businesses who have empty parking spots, with people who need them.The owner or business can list their spot on the Park Connect website, and select a daily, monthly or hourly rate. Giving the host the flexibility to decide what to charge for their spot. RELATED: Making It In San Diego complete coverage"One day I thought, like how about an Airbnb for parking?" Vaughn said. Sara Ghodsi, one of Park Connect users, has her empty spot listed for  an hour, a day, or 0 for the entire month. And in two months, she says she has made 0. "This spot is always open. I figured I might as well get some type of income coming in." Ghodsi said. As long as people continue to hit the beaches and streets of San Diego, Vaughn says, he will continue to help people fill their parking spots and their pockets. Vaughn said, "San Diego is expensive, right? SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. "For example, a drive-thru Halloween event to allow children to don their Halloween costumes and we plan to probably have that codified by the end of this month.RELATED: Los Angeles County backs off trick-or-treating ban, but advises strongly against it"But right now, there is no discrete plan."Tuesday, Los Angeles County issued guidelines that banned trick-or-treating and trunk-or-treat, in which children take candy from parked cars, under the county health order. Wednesday, county officials walked back that guidance and said the trick-or-treating is "not recommended.""Trick-or-treating, we're highly recommending that it not happen," Los Angeles County Public Health Director Barbara Ferrer said. "We don't think it's an appropriate activity during a pandemic. ... You know, there's no guarantee when you go trick-or-treating that your child goes up to a house where the person who opens the door is wearing a face covering. And when you don't know the people opening the door, there's no guarantee they're not sick and that the candy they're passing out that they've touched may not be safe for you to want your child to be sharing."Wednesday, San Diego County reported 247 new coronavirus cases, bringing the region's total to 41,324. The county also has 22 community outbreaks in the last seven days.What's unclear is how California's new color-coded tier system to affect how any holiday guidance is established. Last month, the state issued a new tier system that divided counties into four tiers. San Diego is currently in the second tier, red or "substantial," reserved for counties with four to seven cases per 100,000 and 5% to 8% testing positivity. Wednesday, the county reported that one of those metrics, case rate, neared 7 cases while positivity sat at 4.2%. A county needs to display metrics in a higher or lower tier for two consecutive weeks before being moved to that tier. 2630
