SAN DIEGO (CNS) - The city of San Diego announced Tuesday the completion of upgrades to 15 of the city's most accident-prone intersections. The improvements are part of the city's Vision Zero program, with a goal of eliminating fatal traffic accidents altogether by 2025 via infrastructure upgrades and traffic safety education. Circulate San Diego released a list last April of the city's 15 most dangerous intersections. Mayor Kevin Faulconer and Circulate San Diego Executive Director Colin Parent held a news conference at the last intersection to be fixed, 33rd Street and El Cajon Boulevard, to discuss the improvements, which include higher-visibility crosswalk designation and audible pedestrian signals and countdown timers. ``This is all about making it safer for everyone -- drivers, pedestrians and cyclists -- as they navigate city streets,'' Faulconer said.``Making crosswalks more visible and adding audible walk signals are just a few of the simple yet effective ways we can make our neighborhoods safer.'' Other intersections that underwent improvements include: - 10th Avenue and A Street- Fourth Avenue and B Street- Fifth Avenue and B Street- Euclid Avenue and Naranja Street- Fourth Avenue and University Avenue- Fourth Avenue and Market Street- Ash Street and Front Street- Coronado Avenue and Thermal Avenue- 33rd Street and El Cajon Boulevard- 52nd Street and University Avenue- 36th Street and El Cajon Boulevard- Sixth Avenue and Market Street- Fifth Avenue and Broadway- Sixth Avenue and Broadway- 11th Avenue and BroadwayFaulconer announced plans to fix more than 300 more accident-prone intersections during his ``State of the City'' address last month. According to Faulconer's office, Caltrans has awarded the city roughly .45 million for the improvements, which will start next year. City officials expect improvements to the first 50 intersections to be completed by the end of 2020. 1926

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications. He added that San Marcos Highlands will feature an emergency fire evacuation road.Cox said the development has a long-term management plan, open space agreement and easement."I don't see that we need to put any additional roadblocks in front of their project," he said.Jacob said that while she appreciates all the work the developer did on San Marcos Highlands, she couldn't support it."I have a long history (of) opposing projects that take property in the unincorporated area and increase density," she said.Jacob added that the board had previously down-zoned the property where San Marcos Highlands will be built, telling her colleagues that approving the annexation agreement is ignoring that past decision. 2115

"They are a team of talented, dedicated and experienced public servants who will help me lead our city, especially through COVID-19 and get us back on track. I want to thank them for their willingness to step up and serve the people of San Diego."Avila was named Chief of Staff. She has more than 20 years of experience in public policy, community outreach and government relations, including prior service in the mayor's office as deputy chief of staff to Mayor Dick Murphy. Avila is a graduate of the University of California San Diego and lives in Bay Park.Serrano was named deputy chief of staff. A top advisor in Gloria's leadership team for years, he served Gloria in both his City Council and Assembly offices -- most recently as director of communications on Gloria's Assembly staff. He has worked in more than a dozen communities in San Diego as a community representative, is a graduate of San Diego State University and lives in downtown.Goldstone was named interim chief operating officer. He has more than 37 years of local government finance and management experience. He was previously San Diego's COO from 2008-2013 and the city's chief financial officer from 2006-2008 and 2012-2013. Prior to San Diego, Goldstone served as director of finance for Pasadena and Richmond, California. He earned a bachelor's degree in political science, economics and business administration from the University of Minnesota, a master's degree in public administration from Arizona State University and a master's degree in business administration from Santa Clara University.Upon being sworn in as the 37th Mayor of the city of San Diego, Gloria said he intends to conduct a national search to find a permanent COO for the city. Emergency Use Authorization has been granted to a large number of companies since the COVID-19 pandemic began for rapid approval of diagnostic tests, personal protective equipment, ventilators and other devices.``Agena is proud to offer a truly scalable platform to support the increasing demand for high-throughput SARS-CoV-2 testing,'' said Agenda CEO Peter Dansky. ``To address the crisis presented by COVID-19, labs need to cost- effectively process large numbers of samples. SAN DIEGO (CNS) - The California Highway Patrol arrested 58 people for alleged intoxicated driving in San Diego County during its annual Thanksgiving holiday enforcement period this year.CHP officers made the arrests between 6 p.m. Wednesday and 6 a.m. Sunday in the agency's jurisdiction in the county, which includes all freeways, as well as roads in unincorporated areas.All available officers were to be deployed to catch drunk or drug- impaired drivers, speeders and other traffic violators during the enforcement period.Last year, 66 people were arrested for impaired driving in San Diego County over the Thanksgiving holiday.Statewide, the agency made 855 arrests for impaired driving during the enforcement period, down from 965 last year. And 44 traffic fatalities were reported across all California jurisdictions -- two of which were in San Diego County. Last year, California saw the exact same number of traffic deaths during Thanksgiving enforcement. 972
