A Pacific Beach woman was hospitalized after tripping over a dockless scooter left next to a traffic light on Garnet Avenue.The incident happened July 1, the day the city began enforcing scooter regulations. Ellie Fellers, who is in her 80s, was trying to cross Mission Boulevard at Garnet Avenue to mail a letter. She says she pressed the button to cross on the the traffic light, which was surrounded by unused scooters. Once she got the signal, she turned to cross but tripped over a scooter.Fellers says she suffered two concussions and a bleed above her adrenal gland. "Enough of this," Fellers told the City Council Tuesday. "The money you're making on those scooters can't possibly make up for the amount that it's costing you."The new city rules call for painted corrals that designate where scooter riders can leave the devices. However, they're currently only located in downtown. On Wednesday in Pacific Beach, there were scooters left along the sidewalks or toppled over in piles. "All of this is making it very difficult for pedestrians to get around town, and we've noticed that people who normally walk for exercise, like Ms. Fellers - they're saying we don't feel comfortable walking for exercise in our own community," said Scott Chipman, a 45-year Pacific Beach resident and a member of its community planning group.A spokeswoman for the mayor says 100 dockless scooter corrals will be added in Pacific Beach, and another 80 in Ocean Beach, by the end of the month.Meanwhile, Chipman and other residents are reporting that many of the scooters are not slowing to the geo-fenced limit of 8 miles per hour along the boardwalk.Annalisa Snow, who was riding a scooter along the boardwalk Wednesday, said she hasn't noticed any change."I haven't personally," she said. "It lets you go fast."What is in effect is a requirement that operators stage the devices in groups of four maximum, with 40 feet of space in between each group. Americans’ satisfaction with the direction of the country and approval of Congress are also trending down.Right before the election, a Gallup Poll on job approval showed 45% approved of President Trump. Then, a poll taken in the two weeks immediately following the November presidential election, showed Trump with a 42% job approval rating.That number has now slipped to 39%, according to the latest Gallup Poll taken during the first two weeks of December. The president’s approval rating has stayed between 35-49% over the course of his presidency.The highest favorability rating President Trump has received during his presidency was 49% in April as the country was in the initial stages of the coronavirus pandemic.As for how participants are feeling about Congress, in November, the Gallup Poll showed 23% had a favorable view of how Congress was doing. That number dropped to 15% in December. Notably, the poll was taken before a large coronavirus relief package and government spending bill passed both houses of Congress.The lowest Gallup has recorded for job approval of Congress was 9% in November 2013.There was a similar drop in how survey participants feel about the direction of the U.S., with 28% feeling satisfied in the direction of the country in October, then only 21% feeling satisfied in November, and 16% satisfied in December. The lowest level of satisfaction in the direction of the country this year was in July, when it was only 13%.“This overall decline is driven primarily by Republicans, whose satisfaction fell from 60% in Gallup's final preelection measure in October to 22% in the most recent poll, likely a reaction to the election outcome,” the Gallup Poll analysis states.Meanwhile, Gallup Poll’s surveys show approval ratings are ticking upward for President-elect Joe Biden. He had a 48% approval before the election, then 55% job approval rating in the weeks after the election. In the December poll, his job approval rating during the transition went up to 65%.Gallup says Biden’s bump in favorability is in line with trends they have seen after presidential elections since 2000.Meanwhile, ratings for losing presidential candidates in Gallup’s poll have been mixed over the years; John McCain and Mitt Romney saw a higher rating post-election, and Hillary Clinton’s rating was unchanged after the 2016 election. 2476

A new study takes a closer look at the impact the amount of time children spend on cell phones, computers and TV is having on their brains.“What they're finding, or what they're reporting, is that more screen time--in fact a lot of screen time, around 7 hours a day--is associated with changes in the brain and changes in cognition,” says Rachel Barr, a developmental psychologist.Dr. Barr studies the impact TVs, computers and cell phones can have on young children.Kids between the ages of 8 and 12 spend generally six hours a day, while teens are spending nearly nine hours.While Dr. Barr agrees too much time can have negative impacts, she points out what children watch on their devices matter.“Exposure to education programing in younger children is associated with better outcomes and especially for children who are growing up in low resourced communities,” Dr. Barr explains.As for what parents can do: set time limits and ground rules, like keeping screens out of the bedroom, which can make it easier for children to fall and stay asleep.“Setting up this family media plan, being mindful of your own media use and your child's media use, even though you're being bombarded by all of these changes in media yourself,” suggests Dr. Barr. 1254

A number of employers are realizing that the coronavirus is causing more parents to stress about finding child care.The Society for Human Resource Management looked into how companies are preparing for the fall and beyond as many children are staying home from school this fall.Some companies are allowing workers to telework permanently or are offering flexible work schedules. A small number of companies are even allowing children in the workplace or subsidies for child care.“Employers are still trying to figure it out,” Amber Clayton from the Society for Human Resource Management said. “The schools are still trying to figure out what they’re doing. This is an evolving process. It’s going to be changing. I just foresee that many employers are going to be doing things that as far as making accommodations they haven’t made previously.”The SHRM estimates that 45% of companies have not set a date for a return to work. Companies that are offering parents flexibility may be ones that are best able to attract and retain workers.“I foresee that many employers might actually keep those programs in place,” Clayton said.The SHRM recommends employees concerned about child care amid the pandemic should have a conversation with their employer sooner rather than later. 1281

A proposed bill moving through California's legislature would — hopefully — eliminate fears of an awful driver's license photo.SB-1407 would allow drivers to have the ultimate say in their license photo. The bill would let drivers take up to three pictures at the Department of Motor Vehicles and then choose which one they like best.Drivers would also be allowed to have their photo taken outside of the DMV by a pre-approved photography center.While all of this sounds great for drivers who loathe their license photo, it could come at a cost. The bill says there would be an extra fee for each additional photo but didn't specify how much. That revenue would be put toward driver's education programs at public schools.So far, the bill has passed through the state Senate Transportation Committee Tuesday and has been referred next to the Committee on Appropriations. 888
