Anyone using public transportation during the COVID-19 pandemic should not just wear a mask while in transit, but they should also leave their mask on while waiting at bus stops, train stations and other hubs, according to Centers for Disease Control and Prevention (CDC) guidance issued on Monday.In guidance published on the CDC website on Monday, the agency "strongly recommended" anyone using public transportation to wear masks during their rides, while waiting at transportation hubs and while boarding planes, trains and buses. The agency also said that all public transportation workers should also wear masks.Not only did the CDC recommend all passengers be required to wear masks, the agency also said that transit workers "should refuse to board anyone not wearing a mask" and require all passengers "to wear masks for the duration of travel." The only time a passenger should remove their mask is to eat, drink, take medication, or identify oneself to a security agent.Transit workers should also be provided with spare masks so they can give them out to riders who are not in compliance, the CDC added.Not covered in the guidance were children under the age of two, those instructed by medical professionals to not wear a mask for health reasons, those with disabilities or mental health conditions who find wearing masks to be difficult, the deaf and hard of hearing or transit workers whose jobs and the safety of others would be jeopardized by wearing a mask.The CDC recommends that all Americans wear masks in situations where keeping six feet distance from others is difficult. An officer who hit and killed Susan Lotempio, 64, in a car crash last Friday was not driving with emergency lights or sirens on, Buffalo Police revealed Thursday morning.An attorney representing the officer confirmed to Scripps station WKBW in Buffalo that the man is Officer Daniel Ahearn.Lotempio was taking her morning walk near Hertel Ave and Tennyson Ave when an officer hit her with his police car. She died at the scene.The manual for Buffalo Police officers differentiates calls for service into three categories: routine, rapid and emergency response, according to Buffalo Police Captain Jeff Rinaldo."Based on the nature of the call that the officer was responding to, it would fall either within the routine or rapid response," Captain Rinaldo explained. "But, based on our very preliminary investigation, the officer was following our policy and it was not a call for service that necessarily dictated the use of the emergency lights and sirens."The Buffalo News first reported details about the emergency lights and sirens, citing anonymous police sources who said the officer "was traveling at between 30 and 40 mph, providing backup for another police officer going to a complaint about "an irrational person" on Starin Avenue"."At this point, we do not believe that speed was a factor," Captain Rinaldo said. "But, again, we're waiting on the final accident reconstruction from the State Police."Tom Burton, the attorney representing Officer Daniel Ahearn, said the officer is cooperating with investigators. Officer Ahearn immediately submitted a blood sample following the crash and a check of his phone showed it wasn't being used at the time of the accident, according to Burton."Where this appears to be leading is that it is a tragic accident, but nothing that involves any criminal wrongdoing," Burton said.New York State Police are handling accident reconstruction during the investigation. American soybean farmers are still waiting to see the benefit of President Donald Trump's trade truce with China.The President said Tuesday that China is "back in the market" to buy American soybeans -- but farmers said that was the first they had heard of any change since July, when China retaliated against new American tariffs by blocking imports of US agricultural products."I've heard rumors that they're going to buy our beans and put them in reserve, but I don't see ships sitting in our ports to haul them to China yet," said John Heisdorffer, an Iowa soybean grower and chairman of the American Soybean Association, on Wednesday."I hate to say it this way, but everything so far has been talk. The reality is, you want to see something before you actually feel good about it," he added.Another Iowa soybean grower, Dustin Sage, also told CNN Wednesday that he hadn't "heard anything concrete yet" about new orders from China.Soybean farmers have been hit hard by the US-China trade dispute. Exports to China, which was the biggest market for American farmers last year, slowed dramatically after July when Beijing imposed tariffs on US products in retaliation to Trump's duties on Chinese goods.Trump told Reuters in an interview late Tuesday that China was beginning to buy soybeans immediately."I just heard today that they're buying tremendous amounts of soybeans. They are starting, just starting now," he said an interview.The newswire reported that Chinese state-owned companies bought at least 0 million of soybeans on Wednesday.Trump and Chinese President Xi Jinping agreed to a temporary truce?on December 1 after meeting at the G20 summit in Argentina. At the time, Trump said Beijing committed to increasing purchases of agricultural products, but offered few details about how much they would buy or when.Farmers, who don't sell soybeans overseas directly, may not be the first to know about new orders from abroad. The US Soybean Export Council, which represents shippers and merchandisers, could not immediately be reached on Wednesday.Government data due to be published Thursday could show whether soybeans shipments to China increased during the week after Trump and Xi's meeting.The Farm Bureau has estimated that soybean exports to China are down 97% this year. Prices for a bushel of soybeans fell by after the tariffs went into place.The Trump administration has offered an emergency aid package to farmers hurt by tariffs. In September, about .6 billion was allocated for soybean farmers specifically. But the American Soybean Association said it would only "partially offset" the losses farmers will see this year.At the time, the USDA said it could release a second round of aid before the end of the year, but farmers are still waiting to hear if it will come through.Farmers are worried that some of the trade lost to China will never come back, because buyers will have already found new producers in other countries."Every little bit helps this year.
