A 60-year-old man was shot and killed Tuesday morning in Tampa's Seminole Heights area, the fourth such death in what police say is a string of unsolved killings in that neighborhood within the past month."It is all in the probably 10-block, 15-block area," Tampa Mayor Bob Buckhorn told CNN sister network HLN on Tuesday. "And so we're just going to do our good police work and hopefully get a break."Ronald Felton was shot in the back while crossing the street just before 5 a.m. Tuesday, police said. He became the fourth victim in a string of killings that has vexed investigators who remain desperate for clues.A witness to the shooting provided a description of the suspect, Tampa police chief Brian Dugan said. "When I spoke to her, she said if our officer had been five seconds earlier, he would have been able to stop it," he said.Dugan described the suspect as a black male between 6 feet and 6 feet 2 inches with a thin build and a light complexion. He was wearing all black and a black baseball cap and armed with a large black pistol, police said. Police said they believe the suspect also lives in the same neighborhood as the shootings.Last month, police said that three seemingly random killings within 11 days in Seminole Heights were all linked. Benjamin Mitchell, 22, was shot and killed in front of his home October 9. Monica Hoffa, 32, was killed October 11. A city employee found her body two days afterward in a vacant parking lot half a mile from where Mitchell died.Anthony Naiboa, an autistic 20-year-old who had just graduated from high school, became the third victim when he accidentally got on the wrong bus and ended up in the neighborhood by mistake, police said.These three victims were all alone at the time of their deaths and were found within about a half-mile of each other.  1826

A 14-year-old student at Anchor Bay High School in Fair Haven, Michigan was suspended and then faced expulsion after reporting a possible threat to the app OK2SAY.The teen's 10-day suspension ended on Monday night, with an expulsion hearing in front of the school board.  Dozens of supporters showed up with signs.The hearing lasted nearly six hours, with attorneys on both sides questioning school administrators, the school resource officer and the boy's parents. The ninth-grader used the app to anonymously report that he overheard someone saying they were going to shoot up the school. The FBI was able to identify the teen, according to attorney Calvin Luker who now represents the teen's family as they fight to stop the school board from expelling him. While Joseph McDonald, principal of Anchor Bay High School, said he cannot comment on a student's discipline, he said, in general, action can be taken against a student who knowingly reports false information. The teen has not been charged with any crime, and Saint Clair County Sheriff investigators say there was not enough evidence to obtain charges against the person who reportedly made the threat.Luker said the teen thought he was doing the right thing by reporting what he overheard, but instead of being praised for his bravery, the teen was suspended for ten days. The school board unanimously decided to dismiss the expulsion, but recommended law enforcement review the original threat.   1543

(KGTV) -- With federal unemployment benefits set to expire July 31, state lawmakers are proposing a plan that would provide some financial relief for jobless Californians.Congress has until Friday to extend the CARES Act, which provides an extra 0 in unemployment benefits to Americans out of work due to the coronavirus pandemic.Proposals have been laid out in Congress to either extend the current federal benefits or extend them with a reduction of the 0-per-week amount, but no agreement appears to be close as the deadline approaches.With time running out, California lawmakers are considering their own plan if a federal one does not materialize.Several state Democrats have proposed a 0 billion stimulus plan that would provide extra cash for California’s unemployed should the federal benefit expire.In a news release from state Sen. Jim Beall’s office, the proposed state plan “aims to raise 0 billion through a new tax voucher program and the acceleration of other existing revenue streams. The money would be used to boost the economy and protect jobs, small businesses, and working families.”According to the state's Employment Development Department, .1 billion in unemployment benefits have been paid to out-of-work Californians since March.The EDD also said 9.3 million unemployment claims have been processed during the pandemic. 1368

  

(KGTV) -- Local businesses struggle to survive as the pandemic drags on, and more restrictions are expected across San Diego county.Farideh Sandahl opened Blusandz boutique on Cedros Avenue in Solana Beach in 2017. Last week, she shut her doors for good."Heartbreaking, frustrating, it felt like a relief, as well," said Sandahl.Sandahl said they made it through the initial shut down in March, but when COVID-19 cases surged in the summer, they couldn't recoup their losses."After the fourth of July, things just dropped. It was like a ghost-town," said Sandahl.The Design District on Cedros Avenue is home to dozens of unique shops, restaurants, and coffee shops. Before the pandemic hit, the business owners were holding monthly outdoor strolls with live music."Leaping Lotus and The Belly Up, they were our lifeline. They were like the places to go," said Sandahl.The Belly Up is currently holding shows online, and Lotus, formerly known as Leaping Lotus, closed in June."With COVID, it really killed that area," said Sandahl.A few doors down, Caravan West and Curve Couture are advertising going out of business sales.Sandahl says she'll continue working in the fashion industry."When I see people wear the clothes outside of my boutique, I was like oh, I sold that to them!"She'll still sell her clothes on her website blusandz.com [blusandz.com]"I learned, I learned what not to do, I learned what to do, and I've learned to continue with your head up and your tunnel vision on your goal," said Sandahl. 1518
